DOD Financial Management Regulation, Volume 7A - Military Pay Policy, Active Duty and Reserve Pay

Scope

Volume 7A of DoD 7000.14-R, the DoD Financial Management Regulation, sets military pay policy for active duty and reserve component service members. The Office of the Under Secretary of Defense (Comptroller) publishes the FMR. Each chapter updates on its own cadence and carries its own effective date in the header. Every entitlement on a Marine's LES traces to a chapter of this volume, and most pay questions on this portal resolve to a specific paragraph of it.

• Chapters 65 to 68. High-deployment allowance, continuation pay, CONUS COLA, OCONUS COLA and TLA.

Operative content

• Hostile fire pay is a flat 225 dollars a month, imminent danger pay prorates daily. Chapter 10.
• BAH dependency status changes the day of divorce and the day after other dependency events. Chapter 26.
• Accrued leave sells back against basic pay only, divided by 30, with a 60-day career cap. Chapter 35.
• Marine NJP forfeitures do not run concurrently. Chapter 49.
• Debt collection follows the 17 priority levels of Table 52-1. Chapter 52.
• An IDT period pays 1/30 of monthly basic pay, two periods maximum per day. Chapter 58.
