Role and responsibility
S-1 admin specialists own casualty processing at the unit level. The S-1 chief cuts the Personnel Casualty Report (PCR) within the 8-hour window. The Casualty Assistance Calls Officer (CACO), designated by the casualty branch, runs primary next-of-kin (PNOK) notification per MCO 3040.4MCO 3040.4. The S-1 officer signs by direction on casualty pay and benefits routing.
Source documents flow from incident reports, NCIS or law enforcement notifications, hospital reports, and unit chain of command notifications. PCRs route through the casualty reporting chain to higher headquarters and HQMC Casualty Section. Outputs include the certified PCR, the PNOK notification record, the SGLI claim packet, the funeral honors coordination, and the casualty case file.
MCAAT and the IGMC Casualty Affairs FA inspectors check PCR timeliness against the 8-hour standard, PNOK notification procedures, SGLI claim processing, and case file completeness. Late PCR or improper PNOK notification triggers immediate findings under MCO 3040.4MCO 3040.4.
Trigger events
- Death in service (hostile, non-hostile, training-related, or off-duty).
- Serious injury or illness requiring CACO support.
- Missing or duty status whereabouts unknown (DUSTWUN).
- Captured or interned status.
- Wounded in action requiring family notification.
- Suicide or attempted suicide.
- Mass casualty event involving multiple Marines.
Processing workflow
- Receive casualty notification. Pull from chain, NCIS, hospital, or law enforcement. The S-1 chief runs receipt.
- Verify Marine identity and status. Cross-check EDIPI, current MCTFS status, and dependency state.
- Cut the PCR within 8 hours. Submit through the casualty reporting chain per MCO 3040.4MCO 3040.4 Chapter 3 Casualty Reporting.
- Coordinate PNOK notification. The CACO runs in-person notification per MCO 3040.4MCO 3040.4 Chapter 4 Casualty Assistance Calls Program. Telephonic or message notification only when in-person is not possible within reasonable time.
- Route SGLI claim and death gratuity. Coordinate SGLV 8283 (Claim for Death Gratuity) and SGLV 8286 (Servicemembers Group Life Insurance Election) processing per DODFMR Vol 7ADODFMR Vol 7A Chapter 36 paragraph 2.0 Death Gratuity.
- Process casualty pay and benefits. For missing or MIA Marines, continue pay per DODFMR Vol 7ADODFMR Vol 7A Chapter 34 paragraph 4.0 Entitlement While in Missing Status. Dependency continuation and survivor benefit processing per DODI 1300.18DODI 1300.18.
- Coordinate funeral honors. Route burial detail, military honors, and chaplain support through MCCS.
- Update MCTFS. Cut the casualty status code transaction in UD-MIPS per MCTFSPRIUMMCTFSPRIUM.
- File the certified casualty packet. Stage in the casualty case file and route copies to the OMPF Field Folder.
- Brief commander. The S-1 officer briefs case status, family support posture, and benefits delivered.
Systems of record and forms
Systems
- MCTFS. Holds casualty status code and final pay state.
- DCIPS. Defense Casualty Information Processing System for casualty roll-up.
- UD-MIPS. Cuts casualty status transactions.
- HQMC Casualty Section. Coordinates national-level reporting and family liaison.
Forms
- Personnel Casualty Report (PCR). Per MCO 3040.4 within 8 hours of incident.
- DD Form 93 Record of Emergency Data. Identifies PNOK and beneficiaries.
- SGLV 8283 Claim for Death Gratuity. Death gratuity processing.
- SGLV 8286 SGLI Election. Insurance benefit processing.
- DD Form 2064 Certificate of Death (Overseas). For overseas casualty processing.
Common pitfalls
- PCR submitted past 8 hours. Per MCO 3040.4MCO 3040.4, the 8-hour window drives the PNOK notification chain. Submit immediately.
- PNOK notified by phone when in-person is feasible. Per MCO 3040.4MCO 3040.4, in-person notification is preferred. CACO runs the notification.
- DD Form 93 stale. The PNOK identification is wrong. Refresh DD Form 93 annually and at every life event.
- SGLI claim packet incomplete. Beneficiary processing delays. Stage every required form before family signature.
- Casualty status code not updated in MCTFS. Pay continues incorrectly. Cut the status update at PCR submission per MCTFSPRIUMMCTFSPRIUM.
Decision points
- Hostile, non-hostile, or training-related casualty category. Per MCO 3040.4MCO 3040.4, category drives notification routing and benefit processing. The S-1 officer routes per the right category.
- CACO assignment. The CACO must be senior to or peer with the deceased. The casualty branch assigns per MCO 3040.4MCO 3040.4.
- Mass casualty response. Multiple casualties trigger the unit casualty assistance plan. The commander activates per MCO 3040.4MCO 3040.4.
