Role and responsibility
The career counselor submits the enlisted overseas extension request in the Total Force Retention System (TFRS) to CMC (MMEA). The officer submits a written request on an AA Form to the PMOS monitor. The first O-5 commander in the administrative chain endorses every officer request, and the first O-6 commander adds an endorsement for lieutenant colonels and colonels. MMOA answers officer requests by AMHS message.
The Marine owns delivery of the RELM or AMHS approval to the servicing IPAC, per MARADMIN 450/26MARADMIN 450/26 paragraph 7.c. The IPAC reports the updated Rotational Tour Date (RTD) by unit diary. The S-1 chief screens eligibility, tracks the extension period, and routes the approved extension for OMPF filing per paragraph 9. The S-1 processes SR&R leave through the Marine Online (MOL) Leave and Liberty module and supports the travel line of accounting (LOA) request to CMC (MMIB-3).
Per MARADMIN 450/26 paragraph 1, the Marine elects one of three incentives. Per paragraph 7.d, the election happens at execution, not at submission or approval.
Incentives at a glance
| Incentive | Amount | Rules |
|---|---|---|
| Financial | $2,000 total, 12 installments of $166.66 | Taxable unless exempt, such as by the combat zone tax exclusion. Same total for any extension length |
| SR&R leave | Up to 30 days nonchargeable | One consecutive period. No travel |
| SR&R leave with travel | Up to 15 days nonchargeable, 20 days for an extension of 13 months or more | Round trip at government expense to the nearest CONUS port of entry. Leave and travel taken concurrently, and executing one forfeits the other |
The incentive covers the Marine, not dependents, per paragraph 4.
Eligibility screen
Per MARADMIN 450/26 paragraph 6, confirm all of the following before routing.
- The Marine is entitled to basic pay. Any MOS, any pay grade.
- The Marine is assigned to an eligible OCONUS location.
- Approval on or after 1 November 2026. Every OCONUS location except the State of Hawaii and every country in the Marine Corps Forces Europe area of responsibility, per paragraph 8.
- Approval before 1 November 2026. The Marine keeps the incentives available at the time of approval.
- The initial tour is complete, including previously approved extensions. The initial tour length complies with the Joint Travel Regulations supplement Tour Lengths and Tours of Duty OCONUS, per paragraph 6.b.
- The extension agreement runs 12 months or more. Multiple extensions of less than 12 months summing to 12 months or more do not qualify, per paragraph 6.c.
Trigger events
- Marine requests an overseas extension of 12 months or more.
- RELM or AMHS approval arrives stating OTEIP qualification, months, and new RTD.
- Original RTD passes and the extension period begins.
- Marine elects an incentive during the extension period.
- Marine requests the SR&R and travel option.
- Marine becomes ineligible for further overseas duty during the extension.
- Marine receives PCS, separation, or retirement orders during the extension.
- Extension period ends with the financial incentive unexecuted.
Processing workflow
- GENA. Screen eligibility. Apply the paragraph 6 criteria above. Stop a request built from two short extensions.
- GENA. Route the request.
- Enlisted. Career counselor submits in TFRS to CMC (MMEA), per paragraph 7.a.
- Officer. AA Form to the PMOS monitor, endorsed by the first O-5 commander, and the first O-6 commander for lieutenant colonels and colonels, per paragraph 7.b.
- MPMN. Report the new RTD. On receipt of the RELM or AMHS approval from the Marine, report the updated RTD by unit diary per paragraph 7.c and MCTFSPRIUMMCTFSPRIUM. The extension adds to the end of the current RTD, per paragraph 5.
- GENA. File the approval. Route the approved overseas tour extension for filing in the Marine's OMPF, per paragraph 9.
- MPMN. Track the extension period. The period starts the day after the original RTD. It ends on departure from the OCONUS location on PCS, on the effective date of a new overseas extension, or on the effective date of an in-place consecutive overseas tour (IPCOT), per paragraph 7.g. No incentive executes before the start date.
- PERA. Process the election at execution. The Marine selects the incentive when ready to execute it. The election locks on the first installment of the financial incentive, receipt of the travel LOA, or crediting of the SR&R, per paragraph 7.d.
- PERA. Execute the chosen incentive per the sections below.
- PERA. Close out. On PCS, a new extension, or an IPCOT, the extension period ends. A Marine with the financial incentive unexecuted requests payment within three years after the extension ends, per paragraph 7.g.
Executing the financial incentive
- 12 equal installments of $166.66.
- Taxable unless exempted, such as by the combat zone tax exclusion.
- MARADMIN 450/26 does not name the pay transaction starting the installments. Confirm the transaction with the servicing IPAC before the first installment, and verify the first installment on the Marine's LES.
Executing SR&R leave
Per MARADMIN 450/26 paragraph 7.f.
- One single, continuous period. Never split.
- A period shorter than the full entitlement forfeits the remaining days.
- Process through the MOL Leave and Liberty module with the OTEIP approval documents attached.
- Where multiple OTEIP leave periods are erroneously approved, one period counts as SR&R and every other period is charged as annual leave.
- Per paragraph 7.h, never approve OTEIP SR&R leave in conjunction with PCS, separation, or retirement orders.
Building the travel LOA request
Per MARADMIN 450/26 paragraph 7.e, the Marine requests a funding LOA from CMC (MMIB-3) at smb_manpower_mmib_3@usmc.mil. Submit no less than 30 days before the desired travel date. The package carries these items.
- AA Form.
- Endorsement from the O-5 commander or higher.
- Approved RELM or AMHS extension approval.
- CTO or DMO cost estimate for the flight to the port of entry.
- CTO or DMO cost estimate to an alternate location, if applicable.
Book all travel through the Commercial Travel Office or Distribution Management Office where available. Travel and SR&R leave run concurrently. Executing only one forfeits the other.
Removal from the program
Per MARADMIN 450/26 paragraph 6.d, a Marine who becomes ineligible for further overseas duty during the extension leaves the program.
| Cause | Financial incentive | SR&R leave and travel |
|---|---|---|
| Actions taken by or under the control of the Marine | Untaken portion forfeited. Installments already paid are not recouped | Untaken portion forfeited. Leave and travel already received are not recouped |
| Actions taken by the Marine Corps | Prorated incentive continues until the day of departure from the OCONUS location | Leave and travel already executed are not recouped. The right to execute SR&R ends |
Changes to earlier approvals
Marines with OTEIPs approved before MARADMIN 450/26 who want to change the approved incentive request the change from CMC (MMIB-3), per paragraph 7.d.
Systems of record and forms
Systems
- TFRS. Enlisted overseas extension requests to CMC (MMEA).
- AMHS. Officer extension approvals from MMOA.
- MCTFS. Holds the RTD, updated by unit diary.
- MOL Leave and Liberty module. SR&R leave requests with OTEIP approval attached.
- OMPF. Holds the approved overseas tour extension.
Forms and documents
- RELM. Enlisted extension approval, states OTEIP qualification, months, and new RTD.
- AMHS message. Officer extension approval, same content.
- AA Form. Officer extension request, and the travel LOA request.
- CTO or DMO cost estimate. Travel LOA request.
Records disposition
Per MARADMIN 450/26 paragraph 9.
- The approved overseas tour extension files in the Marine's OMPF.
- CMC (MMEA) and CMC (MMOA) keep records of every OTEIP extension request and its supporting documentation for two years, by monitored command code, including requests received and approved.
- CMC (MMIB-3) keeps appropriation data for the travel option for five fiscal years.
Common pitfalls
- Screening against a specialty list. OTEIP carries none. Every MOS and pay grade qualifies.
- Treating the incentive as elected at approval. The election happens at execution, per paragraph 7.d.
- Approving two short extensions as one OTEIP. Extensions under 12 months never sum to eligibility.
- Executing an incentive before the day after the original RTD.
- Splitting SR&R leave into two periods, or approving SR&R with PCS, separation, or retirement orders.
- Approving SR&R leave without the OTEIP approval attached in MOL.
- Routing a travel request inside 30 days of the travel date.
- Leaving the RTD unreported. The Marine delivers the approval, and the IPAC reports it, per paragraph 7.c.
- Treating OTEIP and IPCOT leave travel as interchangeable. Per paragraph 3, they are separate and distinct.
- Recouping installments or leave already received after a removal. Paragraph 6.d bars recoupment in both cases.
- Approving an extension on or after 1 November 2026 for a Hawaii or Marine Corps Forces Europe location.
Decision points
- Location eligibility. The approval date against 1 November 2026 controls which location rules apply.
- Removal cause. Actions by or under the control of the Marine forfeit the untaken portion. Marine Corps action keeps a prorated financial incentive through departure.
- Unexecuted incentive at extension end. The Marine requests the financial incentive within three years. The rule is not retroactive to extension periods before 25 September 2026.
