Role and responsibility
S-1 admin specialists own personnel and pay audit at the unit level. The S-1 chief, an 0111 SSgt or higher, runs the monthly member-to-member audit and signs the certified roster. The S-1 officer, an 0102, briefs the commander on audit findings and routes corrective transactions for certification. The IPAC audit clerk runs parallel audit cycles for installation-tied accounts.
Source documents flow from MCTFS pulls, ESR reviews, EDFR rejection lists, DEERS dependency reports, and special pay KSD packets. Audit transactions land in UD-MIPS as corrective entries with the audit finding as the KSD. Outputs include the signed audit roster, the EDFR clearance log, the corrective transaction record, and the commander's audit brief.
MCAAT inspects audit cadence, signature trails, EDFR clearance times, and member-to-member audit completeness. A unit without a signed monthly audit triggers an immediate finding under MCO 5000.14DMCO 5000.14D. Run the audit on the calendar, not on the inspection notice.
Trigger events
- Monthly member-to-member audit cycle opens.
- EDFR rejection list runs daily.
- Inbound or outbound transaction completes (audit closes the join or detach).
- Pay change posts (LES audit on next cut).
- Promotion warrant cuts (audit grade-pay alignment).
- Dependency change in DEERS (audit BAH and BAS code).
- MCAAT or higher inspection notice arrives.
Processing workflow
- Schedule the monthly audit. Set a fixed calendar day each month. Notify the chain so unit Marines stage their record copies. The S-1 chief schedules.
- Pull the unit roster from MCTFS. Generate the current strength roster with EDIPI, BIC, MOS, grade, dependency, BAH, and BAS state. The S-1 clerk pulls.
- Cross-check ESR against MCTFS. For each Marine, compare ESR fields against the MCTFS pull. Flag any divergence. The S-1 clerk runs the cross-check.
- Run member-to-member audit. Pair clerks across the section and audit each other's records to remove single-clerk bias per MCO 5000.14DMCO 5000.14D. The S-1 chief signs the audit roster.
- Review EDFR daily. Pull the EDFR rejection list each working day. Reconcile rejections to source documents and resubmit corrections within 5 working days per MCTFSPRIUMMCTFSPRIUM EDFR procedures.
- Audit dependency state. Cross-check DEERS against MCTFS dependency code. Submit RAPIDS or NAVMC 10922 corrections for any divergence per DODFMR Vol 7ADODFMR Vol 7A Chapter 26 Housing Allowances.
- Audit special pay entitlements. For each Marine drawing special pay, verify the qualification certificate is current and the KSD lives in UD-MIPS. Stop pay on lapsed qualifications.
- Process discrepancies. Cut UD-MIPS corrective transactions for any divergence found. Route through certification with the audit finding as the KSD.
- Document audit results. Record findings, corrective transactions, and Marines audited in the unit audit log. The S-1 chief signs.
- Brief the commander. Present audit results to the commander on a fixed cycle. Cover findings, corrective actions, and trends per MCO 5000.14DMCO 5000.14D enclosure 3.
- File the certified audit set. Place audit roster, EDFR log, and corrective transaction list in the OMPF Field Folder under the audit tab per MCO P1070.12KMCO P1070.12K.
- Stage the audit history. Maintain rolling 12-month audit history for MCAAT inspection. Pull the history at any inspection notice.
Systems of record and forms
Systems
- MCTFS. Master record audited against ESR, DEERS, and pay state.
- MOL. Surfaces LES, ESR, and self-service to the Marine for personal review.
- UD-MIPS. Cuts and certifies corrective transactions with audit KSDs.
- EDFR feed. Daily rejection list driving corrective action.
- DEERS. Dependency state cross-checked against MCTFS dependency code.
- OMPF Field Folder. Holds the certified audit set under the audit tab.
Forms
- NAVMC 118 (11) Administrative Remarks. Page 11 documenting audit findings affecting the Marine.
- Member-to-Member Audit Roster. Local form documenting the audit pairing and findings.
- EDFR Rejection Log. Daily log of EDFR rejections and resolutions.
- Internal Control Annual Statement. Required under DODI 5010.40DODI 5010.40.
Common pitfalls
- Audit signed without execution. The S-1 chief signs the roster without pairing clerks. MCAAT writes a finding for failed internal control. Pair clerks and document the pairing.
- EDFR rejections sit past 5 working days. The corrective transaction window closes. The pay error compounds. Pull EDFR daily and clear within 5 working days per MCTFSPRIUMMCTFSPRIUM.
- Special pay audit skipped. Lapsed qualifications continue to draw pay. The unit owes a refund. Audit special pay each month against the qualification certificate.
- Dependency audit skipped. DEERS lags MCTFS or vice versa. BAH-with-dependents and BAS misalign. Cross-check each cycle per DODFMR Vol 7ADODFMR Vol 7A.
- Audit history not staged for inspection. MCAAT arrives and the unit reconstructs the history under pressure. Maintain rolling 12-month history and pull on notice.
Decision points
- Audit pairing rotation. The same two clerks audit each other's records every month. Bias creeps in. The S-1 chief rotates pairings each cycle to preserve independence.
- Discrepancy escalation. The audit reveals a systemic error across multiple Marines. The S-1 officer escalates to the commander and to the IPAC chief per MCO 5000.14DMCO 5000.14D enclosure 3.
- Pay stop on lapsed qualification. The Marine drew flight pay past the qualification expiration. The S-1 chief stops the pay and refers the overpayment to remission per DODFMR Vol 7ADODFMR Vol 7A Chapter 50.
