Role and responsibility
The IPAC pay clerk and the disbursing technician process Marine Corps military pay transactions per DoDFMR Vol 7ADODFMR Vol 7A chapters governing the pay type. The S-1 chief audits pay transactions against source documents and tracks pay actions through MCTFS. The S-1 officer signs by direction on routine pay routing. The unit commander signs on substantive pay actions including separation pay characterization, court-martial pay forfeitures, NJP forfeiture certifications, and adverse pay actions affecting indebtedness. The disbursing officer operates per DoDFMR Vol 5 (Disbursing Policy) and MCO 7300.21BMCO 7300.21B at the Marine Corps level. The Marine acknowledges pay actions on the LES. Function alignment between unit S-1, IPAC, and disbursing follows PAA 02-24PAA 02-24, which defines which echelon owns which pay action.
Source documents flow from the qualifying event (assignment order, dependency change, NJP imposition, court-martial sentence, separation order, retirement order, deployment notification, deceased member casualty report, etc.), the controlling DoDFMR Vol 7A chapter, the KSD packet per MCTFSPRIUMMCTFSPRIUM codes, and the prior MCTFS pay history. Pay processing outputs include the executed MCTFS pay transaction, the documented KSD packet, the verified LES, the disbursing coordination record per MCO 7300.21B, the Page 11 entry on adverse or substantive actions per MCO P1070.12KMCO P1070.12K Chapter 6, and the audit trail.
Per DoDFMR Vol 7A, the chapter structure covers basic pay, allowances, special pays (covered in the special-hazardous-duty-pay category), allotments, deductions, special-circumstance pays, separation payments, and reserve component pay. Per DoDFMR Vol 5, disbursing policy covers the funds management, audit controls, and reporting supporting pay processing. Per MCO 7300.21B, the Marine Corps financial management SOP operationalizes both volumes at the Marine Corps level. Per DoDFMR Vol 8 and DODI 1400.25, civilian pay coordination supports civilian Marines through the civilian personnel office.

- Identify the controlling chapter. Per DoDFMR Vol 7ADODFMR Vol 7A, the pay type and the situation drive the chapter selection.
- Validate eligibility. Per the chapter rules and any Marine Corps-specific MCO, confirm the Marine qualifies.
- Build the KSD packet. Per MCTFSPRIUMMCTFSPRIUM, the packet carries the supporting source documents.
- Determine the MCTFS pay transaction code. The chapter and the action type drive the code per MCTFSPRIUM.
- Cut the pay transaction in UD-MIPS. Per Appendix E, submit the transaction with the KSD attached.
- Verify LES. The next LES reflects the action at the correct rate.
- Audit LES. The S-1 chief and the Marine audit the LES against the expected state.
- Coordinate with disbursing. Per DoDFMR Vol 5 and MCO 7300.21BMCO 7300.21B, the disbursing officer processes the disbursing-side actions.

Common pitfalls
- Pay transaction cut without supporting KSD packet. Per MCTFSPRIUMMCTFSPRIUM, every action carries documentation.
- Wrong chapter applied. Per DoDFMR Vol 7ADODFMR Vol 7A, each pay type carries distinct rules.
- LES not audited against expected state. Routine audit catches pay errors before disbursing audit.
- Court-martial forfeiture not processed at sentence finality. Per Chapter 48, the sentence triggers the action.
- NJP forfeiture not applied per imposition. Per Chapter 49 and the UPB record, the forfeiture applies.
- Separation pay characterization mismatch. Per Chapter 35 and MCO 1900.16 Chapter 1 paragraph 1004, characterization drives separation pay eligibility.
- Adverse pay action without Page 11 entry. Per MCO P1070.12K paragraph 4006, the entry records.
- Civilian pay action processed at military S-1. Per DoDFMR Vol 8 and DODI 1400.25, civilian pay routes through the civilian personnel office.
Decision points
- Chapter selection. The pay type and the trigger event drive the chapter.
- Effective date. The chapter rules and the source document drive the effective date.
- MCTFS code selection. Per MCTFSPRIUM, the code matches the action type.
- Priority of deductions cap. Per Chapter 52, the priority order governs when multiple deductions apply against limited pay.
- Civilian versus military routing. Military pay routes through MCTFS. Civilian pay routes through DFAS civilian pay through the civilian personnel office per DoDFMR Vol 8 and DODI 1400.25.
