Role and responsibility
The IPAC pay clerk and disbursing technician process special and hazardous duty pay transactions in MCTFS through UD-MIPS per DoDFMR Vol 7ADODFMR Vol 7A chapters governing each pay type. The S-1 chief validates eligibility against the supporting documents and tracks expiration dates of perishable qualifications. The S-1 officer signs by direction on pay transaction routing and the monthly special pay audit. The unit commander signs the SDAP designation per MCO 7220.12RMCO 7220.12R and certifies the supporting commander statements for hazardous duty incentive pay per Chapter 24. Marines hold personal responsibility for promptly notifying changes in qualification, duty assignment, or deployment status affecting pay.
Source documents flow from the qualification certificate (aviation wings, dive qualification, hostile fire certification, FLPB test record, parachutist qualification, etc.), the designation order (SDAP billet, AIP billet, sea-duty assignment), the deployment notification (HFP/IDP-eligible area, hardship duty area, high-deployment exposure), the supporting commander statement when required, and the prior MCTFS pay history. Special pay outputs include the executed MCTFS pay start, the recorded KSD packet, the verified LES on the next pay cut, the audit trail for IGMC and audit-internal-controls inspection, the pay stop on lapsed qualification or duty change, and the monthly special pay audit record.
Per Chapter 8 (SDAP), DoDFMR sets the pay framework. Per MCO 7220.12R, the Marine Corps assigns SDAP-eligible billets and rates (SD-1 through SD-6). Per Chapter 10 (HFP/IDP), Marines in qualifying areas receive monthly pay. Per Chapter 11 (Diving), qualified diving Marines receive monthly pay tied to qualification. Per Chapter 15 (AIP), designated assignments receive incentive pay. Per Chapter 17 (HDP), designated hardship locations and missions receive pay. Per Chapter 18 (Career Sea Pay), sea-duty assignments receive monthly pay tied to creditable sea-duty time. Per Chapter 19 (FLPB), qualified linguists receive monthly bonus tied to proficiency level and DLPT scores. Per Chapter 20 (Aviation Bonus), eligible aviators receive contractual bonus. Per Chapter 22 (Aviation Incentive Pay), operating aviators receive monthly pay. Per Chapter 23 (Submarine Duty Pay), Marines on submarine duty receive pay (rare for Marines). Per Chapter 24 (HDIP), Marines performing hazardous duty other than flying (parachute, demolition duty, toxic exposure, etc.) receive monthly pay. Per Chapter 44 paragraph 2.3 (CZTE), Marines in combat zones receive tax exclusion. Per Chapter 65 (HDA), Marines exceeding deployment thresholds receive allowance.

Trigger events
- Marine receives qualification certificate (aviator wings, dive, parachute, FLPB, hostile fire, etc.).
- Marine reports to a designated SDAP billet per MCO 7220.12R.
- Marine deploys to a qualifying HFP/IDP, HDP, or CZTE area.
- Marine assigned to sea-duty creditable assignment.
- Marine completes DLPT meeting FLPB threshold.
- Marine signs aviation bonus contract.
- Marine exceeds deployment threshold triggering HDA.
- Qualification expires, duty changes, or transfer triggers pay stop.
- Monthly special pay audit cycle.
- LES surfaces unexpected pay action.
Processing workflow
- Receive the qualification certificate, designation order, or deployment notification. The IPAC pay clerk receives from the Marine, the chain of command, or the gaining unit.
- Identify the controlling chapter. Per the pay type, route to DoDFMR Vol 7ADODFMR Vol 7A Chapter 8 (SDAP), 10 (HFP/IDP), 11 (Diving), 15 (AIP), 17 (HDP), 18 (CSP), 19 (FLPB), 20 (AvB), 22 (AvIP), 23 (Submarine), 24 (HDIP), 44 paragraph 2.3 (CZTE), or 65 (HDA).
- Validate eligibility. Per the chapter rules and any Marine Corps-specific order (MCO 7220.12RMCO 7220.12R for SDAP), confirm the Marine qualifies.
- Determine the MCTFS pay transaction code. Per MCTFSPRIUMMCTFSPRIUM, route to the appropriate special pay code.
- Build the KSD packet. Stage the certificate, the designation order, the supporting commander statement when required, the prior MCTFS history, and the eligibility justification.
- Cut the pay start. Per the UD-MIPS workflow and Appendix E, submit the pay start transaction. Apply the effective date per the chapter rules.
- Pull EDFR and clear rejections. The Enlisted Distribution and Forecast Reports (EDFR) surface diary rejections. Clear within 5 working days.
- Audit the LES. Verify the pay appears on the next LES at the correct rate. Surface discrepancies to disbursing.
- Track expiration dates. Perishable qualifications (FLPB, diving, parachute, etc.) require requalification. The S-1 chief tracks expiration against the unit roster.
- Stop the pay. On lapsed qualification, duty change, transfer, or end of designated assignment, cut the pay stop transaction.
Systems of record and forms
Systems
- Marine Corps Total Force System (MCTFS). Master pay record.
- UD-MIPS. Cuts special pay transactions per Appendix E.
- EDFR. Surfaces diary rejections.
- Leave and Earnings Statement (LES). Pay validation source.
- Unit Special Pay Audit File. Local audit record per the monthly cycle.
Forms
- Qualification Certificate. Varies by pay type (aviation wings, dive qualification, FLPB DLPT score, parachute qualification, etc.).
- SDAP Designation Letter. Per MCO 7220.12R.
- Supporting Commander Statement. Per DODI 1340.09 for HDIP and per chapter rules.
- Aviation Bonus Contract. Per Chapter 20 and aviation MARADMINs.
- KSD Packet. Local format documenting eligibility.
Common pitfalls
- Pay started without supporting KSD packet. Per IGMC and audit-internal-controls posture, every pay carries the supporting documentation.
- Expiration date untracked. Perishable qualifications lapse. The S-1 chief tracks expiration cycles.
- Pay continued past duty change. The S-1 cuts the pay stop on duty change. Continued pay creates indebtedness.
- LES discrepancy not surfaced. The Marine's LES is the validation point. Discrepancies route to disbursing.
- Wrong chapter applied. Per DoDFMR Vol 7A, each pay type carries distinct rules. Wrong chapter application breaks eligibility.
- SDAP billet not designated per MCO 7220.12R. Per the Marine Corps order, only designated billets carry SDAP.
- HDIP supporting commander statement missing. Per Chapter 24 and DODI 1340.09, the commander statement supports the pay.
- Monthly audit skipped. The unit audit surfaces pay errors before disbursing audit.
Decision points
- Pay type by qualification. The Marine's qualification or assignment drives the pay type. Some Marines hold multiple qualifications and receive multiple pays under the cap rules per Vol 7A.
- Concurrent pay cap. Per Vol 7A chapter cap rules, some pays do not run concurrent with others (e.g., AvIP versus other incentive pays for the same aviation duty).
- Effective date selection. The chapter rules drive the effective date. Some pays run from qualification date. Others run from designation or report date.
- Stop versus suspend. Some pays stop on lapsed qualification (requiring requalification to resume). Others suspend (resumable when conditions return).
