Outbound Management - S-1 Procedural Overview

Role and responsibility

The IPAC outbound counselor runs the outbound process per MCO 1300.8MCO 1300.8 covering PCS, separation, and retirement outbound actions. The S-1 chief tracks the outbound Marine through check-out, the Outbound Interview, and the records handover. The S-1 officer signs by direction on the MCTFS detach, the OMPF Field Folder routing, and the Page 11 documentation. Processing workflow

1. Receive outbound orders. The IPAC outbound counselor receives PCS orders, separation order, or retirement order.
2. Run the unit check-out. Per MCO 1300.8MCO 1300.8, the Marine routes through staff sections (S-1, S-2, S-3, S-4, Medical, Legal, Career Planner) and signs off completion.
3. Conduct the Outbound Interview. The Outbound Interview covers career counseling, transition counseling on separation, retention counseling on continued service, and unit feedback.
4. Coordinate disbursing for final pay closeout and debt clearance. The disbursing technician runs the final LES audit, processes Advance Pay repayment, clears debt, and processes the Travel and Transportation Reform Act of 1998 actions per DoDFMR Vol 7A Chapter 32.
5. Cut the MCTFS detach. Per MCTFSPRIUMMCTFSPRIUM, the IPAC cuts the detach transaction through UD-MIPS with the KSD upload.
6. Route the OMPF Field Folder. Per MCO P1070.12KMCO P1070.12K Chapter 3, the folder routes to the gaining unit on PCS or to HQMC OMPF on separation.
7. Process DD Form 214 on separation or retirement. Per MCO 1900.16MCO 1900.16 Chapter 1 Section 2 paragraphs 1200-1205 and Appendix B, the IPAC prepares the DD Form 214 in MOL DTMS.
8. Close GTCC and DTS accounts. Per MCO 4600.40CMCO 4600.40C paragraph 041106 and MCO 4650.39AMCO 4650.39A paragraph 4.b.(6)(d), close on separation.
9. Cut the Page 11. Per MCO P1070.12K paragraph 4006, cut a Page 11 documenting the outbound action.
10. Brief the outbound Marine. The S-1 briefs the Marine on records access (DPRIS, milConnect, NPRC) and OMPF retrieval after separation.
