MCO 4600.40C - Government Travel Charge Card Program (GTCCP)

Scope

MCO 4600.40C governs the Government Travel Charge Card Program across the Marine Corps. DoD policy requires every member of the DoD workforce (military and civilian) to use the Government Travel Charge Card (GTCC) for all costs related to official government travel. Official government travel includes temporary duty (TDY) and permanent change of station (PCS) travel under official orders.

Audience

Every Marine and civilian Marine who travels on orders. Agency Program Coordinators (APCs) at every unit. Commanders and supervisors at all levels. The order establishes command, supervisory, and personal responsibility for use and management of the GTCC.

Authority and intent

Commanders and supervisors at every level enforce compliance. They take corrective action when warranted. They report card misuse, abuse, or fraud through the chain of command. They use the Department of Defense Information Systems for Security (DISS) for incident reporting and update DISS with the final disciplinary action.

Active. Cancels MCO 4600.40B. The order operationalizes DoD-level GTCC policy at the Marine Corps level. Pair with DODI 5154.31 Vol 4 for the DOD framework.
