Processing workflow
- Appoint the CPM and APCs. Per DoD GTCC Regulations Annex 9, the Department of the Navy nominates the CPM. Per Annex 10, the CPM appoints the APC at Hierarchy Level (HL) 3 and HL4. The unit commander signs the APC appointment letter.
- Process IBA and CBA applications. Per Section 0409 and Section 040301 (IBAs), the APC processes IBA applications inside the GTCC vendor Electronic Access System (EAS). Per Section 040302 (CBAs) and Section 040903, the CBA Manager processes CBA applications. Per 10 U.S.C. 2784a and Section 041001, new IBA applicants undergo a credit-score check. Per Section 041002, non-qualifying applicants receive a Restricted card.
- Train APCs, CPMs, and cardholders. Per Section 0408, the APC, CPM, and IBA cardholders complete the required training before card issuance. Per Section 040802, IBA cardholder training pairs with Travel Card 101.
- Enforce mandatory use. Per Section 040501 (Requirement for Use) and the Travel and Transportation Reform Act of 1998 (Public Law 105-264), DoD personnel use the GTCC for official travel except where exempt under Section 0406. Per Section 040504, Leave in Conjunction with Official Travel (LICWO) holds the IBA out of personal use status.
- Run delinquency management. Per Section 0413 and Annexes 2 and 3, the APC processes pre-suspension at 45 days, suspension at 61 days, 91-day notification, 121-day notification, and charge-off per Section 041305. The APC drafts the 61-day, 91-day, and 121-day memoranda per Annexes 4 through 6.
- Run Visa Intellilink case review. Per MARADMIN 115/19MARADMIN 115/19 and DoD GTCC Regulations Section 041502, HQMC CPM and HL3 and HL4 APCs review GTCC transactions in Visa Intellilink monthly. Cases route through HL4 to HL3 to CPM for resolution.
- Process misuse, abuse, and fraud. Per Section 041005 and Annex 7, the APC drafts a suspected misuse memorandum. The commander notifies the responsible personnel security system (DISS) per Section 040103. Public Law 112-194 (Government Charge Card Abuse Prevention Act of 2012, Annex 8) sets the parent statute.
- Process split disbursement and reimbursement. Per Section 041007 and Section 0412, the cardholder submits the DTS voucher with split disbursement routing IBA charges to the GTCC vendor. Per Section 041201, reimbursement runs within the JTRJTR and DoD FMR Vol 9 timelines.
- Submit required reports. Per MCO 4600.40CMCO 4600.40C Enclosure 1 Chapter 1 paragraph 1.b and paragraph 2 and Enclosure 2 Appendix B paragraph 4.b(1) and Appendix C paragraph 23.b(3), submit Report I (Program Review), Report II (Root Cause Analysis with PIP), Report III (IBA Listing Report), Reports IV through IX (aging and delinquency), and Report X (CBA Aging Analysis Report).
- Coordinate IBA closure on separation. Per Section 041106 and MCO 4650.39AMCO 4650.39A paragraph 4.b.(6)(d), the APC closes the IBA on separation. The Debt Management Monitor clears DTS-side debt before the cancellation.
Systems of record and forms
Systems
- GTCC vendor Electronic Access System (EAS). Per Section 040303. Primary system of record for IBA and CBA accounts.
- Visa Intellilink Data Analytics and Misuse Case Management System. Per MARADMIN 115/19 and Section 041502. Required for HL3 and HL4 APCs.
- Defense Travel System (DTS). Holds split disbursement framework per DoD DTS Regulations section 030604.
- DoD Information Systems for Security (DISS). Receives misuse, abuse, and fraud incident reports per Section 040103.
- MCO 4600.40C Report packages I through X. Submitted per Enclosure 2.
Forms
- IBA Application. Submitted through EAS per Section 040901.
- CBA Application. Submitted per Section 040903.
- CPM Appointment Letter. Required template per Annex 9.
- APC Appointment Letter. Required template per Annex 10.
- CBA Appointment Letter. Required template per Annex 11.
- Read Only Access (ROA) Template. Required template per Annex 12.
- 61 Day, 91 Day, and 121 Day Delinquency Memoranda for IBA. Sample templates per Annexes 4, 5, and 6.
- Suspected Misuse / Abuse Memorandum for IBA. Sample template per Annex 7.
Common pitfalls
- APC appointment letter outside Annex 10 format. Per Annex 10, the appointment letter template is required. Deviations break the appointment.
- Credit-score check skipped on new IBA. Per Section 041001 and 10 U.S.C. 2784a, the credit-score check runs on every new IBA applicant. Without the check, the applicant receives a Restricted card per Section 041002.
- Visa Intellilink case review skipped. Per MARADMIN 115/19, HL3 and HL4 APCs review Visa Intellilink monthly. Skipping the review breaks the misuse-detection cycle.
- Mandatory-use rule not enforced. Per Section 0405 and Public Law 105-264, the GTCC pays for official travel expenses. Non-GTCC payment outside exemptions breaks the rule.
- Misuse reporting not routed through DISS. Per Section 040103, the commander updates the personnel security system with the final disciplinary action.
- Split disbursement skipped on the voucher. Per Section 041007 and DTS Regs section 030604, the cardholder routes IBA charges to the GTCC vendor through split disbursement. Without the split, the IBA falls delinquent.
- Delinquency notifications cut outside the Annex format. Per Annexes 4 through 6, the memoranda follow the required template.
- IBA not closed on separation. Per Section 041106, the APC closes the account. A stale IBA stays exposed to misuse.
Decision points
- Standard IBA versus Restricted card. Per Section 041001 and 041002, the applicant authorization for the credit-score check drives the card type.
- CBA versus IBA payment. Per Section 040302, the CBA pays for centrally arranged transportation and selected lodging. The IBA pays for everything else.
- Mission-Critical Travel status during delinquency. Per Section 041306, the unit commander designates Mission-Critical Travel to hold suspension on otherwise-delinquent accounts during TDY.
- PCS Status hold. Per Section 041307, PCS status holds the IBA out of suspension during the PCS travel window.
- Exemption application. Per Section 0406, the exemption flows from the GSA list, the DoD list, the expenses list, or additional component-level exemptions. The APC documents the exemption in the cardholder file.
