DODI 1340.09 - Hazard Pay (HzP) Program

Scope

DODI 1340.09 establishes DoD policy, assigns responsibilities, and prescribes procedures for the Hazard Pay Program. The 2018-01-26 issuance reissued and cancelled the 2010 Hostile Fire Pay and Imminent Danger Pay instruction and expanded it into a unified program covering hostile fire pay, imminent danger pay, and hazardous duty incentive pay other than flying. The instruction implements Sections 351 and 374 of Title 37.

Audience

• S-1 officers and IPAC pay clerks processing HFP, IDP, and HDIP transactions.
• Commanders certifying hostile fire exposure and monthly HDIP performance.
• Marines deploying to designated areas or performing HDIP-qualifying duties, parachutist, demolition, and the other non-flying categories.

Operative content

• Hostile fire pay pays on certified exposure, imminent danger pay pays by designated area, and IDP areas designate from threat assessment with changes arriving by message.
• HDIP categories requiring continued performance carry a monthly performance requirement the unit commander certifies. Parachutist performance requirements sit at paragraph 3.4.d.
• Pro-rata payment rules govern partial months across the program.
• The commander performance certification is the audit artifact MCAAT looks for on monthly-performance HDIP categories.

Status

Active. Issued 2018-01-26 with Change 1 effective 2024-02-02, approved by USD(P&R). Supersedes the 2010 DODI 1340.09. The current DoD-level hazard pay authority, rate specifics live in DoDFMR Volume 7A and move on its chapter cadence.
