Role and responsibility
The 0170 Manpower Officer owns strength and manpower reporting at the unit and command level. The S-1 chief supervises strength accounting transactions and the manning roster. The S-1 officer signs the manning brief to the commander. The G-1 manpower officer at MEF level coordinates structure-level decisions with HQMC manpower.
Source documents flow from the unit Table of Organization in TFSMS, MCTFS strength pulls, MMEA tasking, and unit-level personnel actions. Manpower transactions land in TFSMS for structure changes and in UD-MIPS for individual assignments. Outputs include the assigned strength roster, the T-O fill picture, the TOECR submissions, and the personnel readiness data feeding readiness reports.
MCAAT inspects the manning roster against TFSMS, the BIC fill picture, the TOECR submission log, and the readiness report data. Stale T-O assignments, unfilled BICs without manning gap reports, and unsupported readiness data trigger findings. Reconcile manning to TFSMS at every reporting cycle.
Trigger events
- Inbound or outbound transaction changing assigned strength.
- Annual T-O refresh window opens.
- Structure change requirement triggers TOECR.
- Promotion or demotion shifting grade fill against the T-O.
- Readiness reporting cycle requires personnel readiness data.
- MMEA tasking arrives sourcing personnel from the unit.
- BIC vacancy reaches the manning gap threshold.
Processing workflow
- Pull the unit T-O from TFSMS. Generate the current T-O with grade, MOS, and BIC structure. The S-1 chief pulls.
- Reconcile assigned strength. Cross-check assigned Marines against T-O BICs. Flag duplicates, vacancies, and grade-MOS mismatches per MCO 1300.8MCO 1300.8 Chapter 4.
- Submit TOECR for structure changes. Build the Table of Organization and Equipment Change Request through the manpower channel per MCO 5311.1EMCO 5311.1E.
- Validate personnel readiness data. Pull readiness data each cycle and validate against MCTFS strength and T-O fill per MCO 3000.13MCO 3000.13.
- Cut strength reports. Submit strength accounting transactions through UD-MIPS per MCTFSPRIUMMCTFSPRIUM strength reporting format.
- Manage internal assignments. Match Marines to BICs by grade, MOS, and date of rank. The S-1 chief routes the assignment through the operations officer.
- Coordinate with MMEA. Submit manning gap reports for unfilled critical BICs. Track MMEA replacement actions.
- Brief the commander. Present the manning posture on a fixed cycle. Cover assigned strength, T-O fill, gaps, and grade or MOS imbalances.
- Track grade and MOS gaps. Maintain a rolling gap report. Notify the chain on every change.
- Submit Strength Reduction or Augmentation requests. Route through the manpower channel when structure-level adjustment is required per MCO 5311.1EMCO 5311.1E.
- Validate civilian personnel coverage. For billets calling for GS or FWS civilians, verify the civilian fill picture and coordinate with the local HRO.
- Close the cycle. Sign the manning roster, the TOECR log, and the personnel readiness data submission. The S-1 officer signs.
Systems of record and forms
Systems
- TFSMS. Master T-O and T-E system holding the structure baseline.
- MCTFS. Master personnel record reconciled against TFSMS.
- UD-MIPS. Cuts and certifies strength accounting transactions.
- DRRS-MC. Defense Readiness Reporting System holding readiness reports.
- MOL. Surfaces personnel data and assignments to the Marine.
Forms
- TOECR. Table of Organization and Equipment Change Request.
- Manning Gap Report. Local form documenting unfilled critical BICs.
- Personnel Readiness Data Submission. Periodic submission feeding DRRS-MC.
- Internal Assignment Order. Local form documenting BIC assignment within the unit.
Common pitfalls
- T-O fill picture stale. The TFSMS picture diverges from MCTFS assignments. Reconcile each cycle by exception.
- TOECR submitted without operations endorsement. The manpower channel rejects. Route every TOECR through operations before manpower.
- Manning gap report skipped. MMEA does not source replacements because the gap is not on record. Submit gap reports on a fixed cycle.
- Personnel readiness data unsupported by MCTFS pull. MCAAT writes a finding for unsupported readiness reporting. Tie every readiness data point to an MCTFS pull date.
- Internal assignment outside grade or MOS rules. The Marine fills a billet outside the assignment policy. The 0170 officer authorizes only after a documented exception per MCO 1300.8MCO 1300.8.
Decision points
- TOECR routing. Structure change is local (BIC realignment) or HQMC-level (T-O modification). The 0170 Manpower Officer routes through the right channel per MCO 5311.1EMCO 5311.1E.
- Grade or MOS mismatch acceptance. The Marine assigned to the BIC is one grade lower or holds a feeder MOS. The S-1 officer accepts the fill on a documented exception or routes for replacement.
- Manning gap escalation. The gap exceeds the readiness threshold. The S-1 officer escalates to the commander and to MMEA per MCO 3000.13MCO 3000.13.
