Final Inspection Report Receipt

MCO 5040.6K, Enclosure 1, Chapter 6, Section 2b requires the IGMC or CIG staff to submit the Final Inspection Report to you within 30 calendar days after the inspection out-brief. The FIR is the comprehensive written record of the inspection: Functional Area assessments, command conditions, general observations, and recommendations. Every recommendation in the FIR is supported by a reference.

What you sign

• An acknowledgement of FIR receipt. The acknowledgement starts your 30-day CAR clock.
• Any internal tasker to staff sections, owners of inspected Functional Areas, and your CIG to draft the CAR response.

What the FIR contains

• Assessment of every Functional Area inspected, with each FA marked Commendatory, Satisfactory, or Unsatisfactory.
• Command conditions and general observations.
• Recommendations tied to the originating reference (MCO, MARADMIN, JAGINST, DODFMR, FPM, MCTFSPRIUM, SECNAV manual).
• Findings against individual FAC questions.

Exception path

CIGs are not required to submit FIRs upward to IGMC, ACMC, CMC, NAVIG, or SECNAV unless requested. The CIG-issued FIR stays inside your command unless a higher echelon asks for it. Modifications to the FIR format in Appendix C are authorized when local requirements or reporting process improvements warrant the change.
