SAPR Unrestricted Report Response
Rapid-response playbook for a SAPR Unrestricted Report. SARC notification first, CMG and 72-hour victim updates non-delegable, OSTC overlap on most sexual assault offenses. The 90-second checklist and the 30-day routing.
Command Actions
- Notify installation SARC within 24 hours of the Unrestricted Report
- Verify SAPR VA assigned to victim and engaged
- Confirm OSTC jurisdiction in parallel - most sexual offenses are covered
- Issue Military Protective Order if accused and victim are in same unit or have contact

Use This Page When
A Marine in your command makes an Unrestricted Report of sexual assault, or a Restricted Report converts to Unrestricted, or a third party reports an assault you become aware of. The trigger is the report becoming Unrestricted, regardless of the route.
Restricted Reports stay with the SARC and SAPR VA. The CO has no command response role under a Restricted Report and is not entitled to information about the case.

7 to 30-Day Routing
- First CMG attendance. The Case Management Group is the multi-disciplinary forum for case oversight. Your attendance is non-delegable under MCO 1752.5C.
- 72-hour victim update after each CMG. Update the reporting Marine on case status within 72 hours of each CMG. Non-delegable. Document the update.
- Expedited Transfer decision if requested. Approve or deny in writing with the rationale. Timelines under DoDI 6495.02.
- Climate touchpoint with the unit. Coordinate with the SARC. Frame around safety and support, not the case.
- Personnel records review for both parties. Prior reports, prior MPOs, history of contact.
- OSTC liaison continues. Charging decisions, witness lists, evidence preservation all run through OSTC and trial counsel.
Non-Delegable CO Actions Under MCO 1752.5C
These are personal to you. Substitution by XO is not authorized.
- Attend monthly CMG for open Unrestricted Reports.
- Update the reporting Marine on case status within 72 hours of each CMG.
- Decision to issue or rescind a Military Protective Order.
- Decision on Expedited Transfer request.
- Decision on pretrial confinement.
The 72-hour update rule is the most-missed item on this list. Track it on your calendar.
SAPR VA Eligibility - The Appointment Trap
If a SAPR VA is on your unit roster, verify their eligibility is current.

Appointing a VA before all six items are complete creates a procedural defect. Pre-existing VAs from your predecessor require re-appointment under your signature.
Restricted vs Unrestricted - Stay Out of the Restricted Lane
Restricted Reports are confidential between the victim, the SARC, and the SAPR VA. You as CO are not entitled to know:
- The existence of any Restricted Report in your command
- The identity of the victim under a Restricted Report
- The identity of any accused
- The details of the assault
If you receive information you suspect came from a Restricted Report, stop. Contact the SARC. Do not act on the information until the report converts to Unrestricted by the victim's choice.
This rule exists because trust in the Restricted Report system is the gateway to victims later choosing to come forward Unrestricted.
Common Failures
- Missing the 72-hour victim update. Easy to defer. Non-delegable. Track it.
- Sending the XO to CMG. Not authorized under MCO 1752.5C. CO attendance is the standard.
- Acting on Restricted Report information. Lost trust. Possible procedural violation.
- Issuing the MPO verbally only. Verbal is fine for the first hour. Written is required for enforcement.
- Not running the OSTC overlap. Sexual assault is a covered offense. Both playbooks apply.
- Re-appointing a SAPR VA without rerunning eligibility. D-SAACP and clearance gaps create program findings.
- Treating the SARC as advisory only. The SARC is the program coordinator. They have authorities the CO does not.

When the Case Closes
Disposition by OSTC or by closure of the SAPR case closes the response phase. Sustain work continues.
- Remove the legal hold once SJA confirms closure.
- Confirm Expedited Transfer is executed or rescinded.
- Update CIRRAS for the victim and the accused.
- Conduct unit climate touchpoint with SARC.
- Re-verify all SAPR VAs on the unit roster for D-SAACP currency.
