PAA 04-25 - Administrative Guidance on the Proper Computation of Creditable Service and Pay Entry Base Date

Scope

PAA 04-25 issues administrative guidance for the proper computation of Creditable Service and Pay Entry Base Date (PEBD). The advisory follows the October 2024 ADC M&RA tasking of the PEBD Working Group to conduct an end-to-end review of PEBD processes. The output defines creditable service, standardizes PEBD computation, and sets business rules for the establishment and adjustment of PEBD.

• S-1 pay clerks computing PEBD on new accessions, prior service Marines, and adjustment cases.
• IPAC pay desks adjudicating PEBD corrections.
• 0102, 0111, and 0170 admin specialists.
• Commanders signing PEBD adjustment letters.
• Marines verifying creditable service on their pay records.

Content scope

• Definition of PEBD as the actual or constructive date of original entry into the Armed Forces, creditable for pay purposes, calculated on a 30-day month for all months.
• Definition of Creditable Service as the sum of all eligible service periods.
• Periods of creditable service per 37 U.S.C. § 205 and DODFMR Volume 7A Chapter 1, including active and inactive service in Air Force, Air National Guard, ARNGUS, Army Navy Marine Corps Air Force Space Force and Coast Guard Reserve components, Army of the United States, ARNG, and other listed components.
