Scope
PAA 02-24 cancels PAAN 4-21 and realigns pay-related transaction reporting between the administrative and disbursing communities. Effective 2024-06-01, the administrative community stops reporting three transaction type codes: TTC/SEQ 597/003 (Advance Basic Allowance for Housing), TTC/SEQ 699/000 (Special Payment), and TTC/SEQ 559/000 (Liquidation of Indebtedness). Change of Pay Option Election, TTC/SEQ 698/XXX, stays reportable by the administrative community. Issued by Headquarters Marine Corps Manpower and Reserve Affairs, Manpower Information Branch (MIF) and distributed through the MISSA portal for execution by S-1, IPAC, and commanders across the force.

- Paragraph 3 gives the background. In March 2021, reference (a) authorized the Administrative community to report certain TTCs usually reserved for the Disbursing/Finance community. After considerable review, it has been determined to reverse this authority and restrict these TTCs to the Disbursing/Finance community only.
- Paragraph 4 sets the effective date. Effective 1 June 2024, the below TTCs will no longer be reported by the Administrative community. TTC/SEQ 597/003 Advanced Basic Allowance for Housing. TTC/SEQ 699/000 Special Payment. TTC/SEQ 559/000 Liquidation of Indebtedness (LIQ).
- Paragraph 5 keeps one code with admin. Change of Pay Option Election (POE) (TTC/SEQ 698/XXX) will remain reportable by the Administrative community.
