MCO 5311.1E - Total Force Structure Process

Scope

MCO 5311.1E establishes the Marine Corps Total Force Structure Process (TFSP). The order provides policy and procedural guidance for the TFSP, defines how the Marine Corps develops integrated Force Structure Requirements feeding the Marine Corps Capabilities Based Assessment (CBA) process, and supports development of the Marine Corps Enterprise Integration Plan (MCEIP). The order assigns the Deputy Commandant for Combat Development and Integration (DC CD&I) as the Marine Air Ground Task Force (MAGTF) Integrator with authority, responsibility, and accountability for Marine Corps CBA Planning.

Audience

HQMC Deputy Commandant for Combat Development and Integration (DC CD&I) staff, including the Total Force Structure Division (TFSD). HQMC Deputy Commandant for Manpower and Reserve Affairs (M&RA) staff coordinating manning against the force structure. G-1 manpower officers at MEF level. Marine Corps Combat Development Command (MCCDC) staff supporting capabilities-based assessment. Unit S-1 chiefs reading the T/O against TFSMS.

DC CD&I Total Force Structure Division (TFSD) sponsors the order.
