MCO 5100.29C - Marine Corps Safety Management System (MCSMS)

Scope

MCO 5100.29C establishes the Marine Corps Safety Management System (MCSMS). The MCSMS organizes Marine Corps safety policy into nine volumes covering overview, risk management, traffic, aviation, recreation and off-duty, occupational safety, radiation, explosives, and safety investigation and reporting. Change Transmittal 2 (08 Feb 2022) added Volume 9 covering Navy and Marine Corps safety investigation and reporting procedures, which cancelled MCO P5102.1B (Naval Mishap Investigation, Reporting, and Record Keeping Manual). Change Transmittal 1 (05 Aug 2021) added Volume 7 (Radiation) and Volume 8 (Explosives Safety Management). The order applies to the Marine Corps Total Force on or off duty, reserve military personnel and DoD civilian personnel on duty, plus family members, civilians, and contractors while on Marine Corps installations.

Audience

• Commanders at every level. Implement the safety program across the unit. Apply Risk Management (RM) per Volume 2 to operations, training, and recreation. Run mishap reporting per Volume 9.
• Safety Officers and Safety Petty Officers (SOs/SPOs). Run the unit safety program. Maintain mishap and hazard records. Coordinate with Naval Safety Command (NAVSAFECOM).
• Aviation Safety Officers (ASOs). Apply Volume 4 to Marine aviation activities. Coordinate with the Naval Aviation Safety Program (OPNAVINST 3750.6T).
• Drivers, Motor Transport Operators, and Range Safety Officers. Volume 3 covers traffic safety, motor vehicle operation, and seatbelt and helmet rules.
• Radiation Safety Officers (RSOs). Volume 7 governs ionizing and non-ionizing radiation programs.
• Explosives Safety personnel and Ammunition Officers. Volume 8 covers handling, storage, and transport of military explosives.
• Mishap Boards and Mishap Investigators. Volume 9 prescribes the investigation, reporting, and recording rules using the Risk Management Information (RMI) program.

Reporting and recording

• All mishaps, hazards (including near misses), and safety incidents report through the Risk Management Information (RMI) system. RMI replaces the legacy WESS web safety system per OPNAVINST 3750.6T. RMI is the sole authorized DON application for this reporting.
• Volume 9 prescribes the mishap classes (Class A through D), the recording timelines, and the Safety Investigation Board (SIB) versus Safety Investigation Report process.
• NAVSAFECOM (Naval Safety Command) replaced the Naval Safety Center (NAVSAFECEN) as the centralized DON safety authority.

Status

Active with Change Transmittal 2 dated 08 February 2022 (added Volume 9). Change Transmittal 1 dated 05 August 2021 (added Volumes 7 and 8). Base order signed 2019. Sponsor is the Commandant of the Marine Corps Safety Division (SD). The order applies to the Marine Corps Total Force. Volume 6 remained in progress at the time of CH-1 publication. Each volume carries its own internal cancellation list, summary of changes block, and revision dates separate from the umbrella order.
