Incoming CO Pre-CoC Preparation
Section 2 of the Master Turnover Checklist. Cornerstone, CCA/DEOCS review, meeting with the next higher commander, Status of Command Brief attendance, and aviation-specific MAWTS-1 requirements before assuming command.
Command Actions
- Attend Cornerstone (Commandant's Combined Commandership Course) before assumption
- Review most recent CCA/DEOCS results and outgoing CO's corrective action POA&M
- Meet with next higher commander for assessment of strengths, challenges, priorities
- Attend Status of Command Brief NLT 3 days before assuming command
- Review outgoing CO's SOCL, Certificate of Relief, and Report of Transfer of Command
- Self-audit current IGMC CoRE/CoRE+ Functional Area Checklists for applicable programs
- AVIATION: Arrive at gaining command at least 6 months before CoC (or M&RA waiver)
- AVIATION: Complete flight refresher training and Aviation Commander's Course at MAWTS-1
Why Pre-CoC Prep Matters
The first 30 days of command are the most exposed period. You inherit fiscal authority, court-martial convening authority, and signature authority on records the day you read your orders. Pre-CoC preparation is what gives you the context to use that authority instead of just hold it.
Section 2 of the Master Turnover Checklist forces specific preparation events. None of them are optional.

The CCA/DEOCS review is not a courtesy. MARADMIN 468/23MARADMIN 468/23 Para 4 requires you to use the prior climate assessment as your baseline. Skipping it means your first FPC and your first DEOCS lack a baseline to measure against.
Aviation-Only Requirements
Aviation has additional pre-CoC requirements driven by MAWTS-1 and MARADMIN 270/05MARADMIN 270/05.

Ground commanders skip this section. Aviation commanders treat it as gate-level: without MAWTS-1 completion, you do not assume.
Documents To Read Before You Sign Anything
The Status of Command Brief is the operational handoff. The Report of Transfer of Command is the legal handoff. They are different documents. Read both before the ceremony.
- SOCL. Submitted by outgoing CO to Reporting Senior NLT 10 days prior. You receive a copy. Read it for the operational, material, personnel, training, and 6-month focus picture.
- Status of Command Brief. Delivered NLT 3 days prior. Attend in person. Take notes on every unresolved issue and assistance-required item.
- Certificate of Relief. Signed by outgoing CO at relief. Covers fiscal status, FLIPLs, and accountability.
- Report of Transfer of Command. Article 0807.3 joint document. Read it before endorsing. If you do not concur, specify wherein it is inaccurate or incomplete in your endorsement.
- Most recent CCA/DEOCS results plus outgoing CO's POA&M. Climate baseline.
- IGMC CoRE/CoRE+ Functional Area Checklists. Self-audit your applicable programs before assumption.
Meeting With Next Higher Commander
The next-higher meeting is not ceremonial. The Commander's Leadership Handbook frames it as the foundation of your relationship with your boss. Treat it that way.
Topics worth pre-loading:
- The next higher commander's read on command strengths and challenges
- Their stated priorities for your unit over the next 12 months
- Specific concerns about personnel, fiscal, or readiness lines
- Their preferred reporting and communication tempo
- Decision authorities they reserve to themselves
Your first 90-day priorities should reflect what came out of this meeting. If they do not, your priorities and your boss's priorities are misaligned from the start.
Pre-CoC Self-Audit
Before the ceremony, walk through these questions. If any answer is unclear, refer back to the outgoing CO or the next higher commander.
- Do I know which Marines are under OSTC case authority?
- Do I know the open FLIPLs and which transfer to me?
- Do I know the current DRRS-MC posture and the rationale for any subjective overrides?
- Do I know the CCA/DEOCS results and the outgoing CO's POA&M?
- Do I know which fiscal appointments require my immediate signature on Day 0-7?
- Have I read the SOCL, attended the Brief, and read the Report of Transfer of Command?
- (Aviation) Have I completed Cornerstone, the Aviation Commander's Course, and flight refresher training?
A "no" on any of these is a Day 0 problem. Resolve before the ceremony, not after.
What Pre-CoC Prep Does Not Cover
Pre-CoC prep does not include actions that legally cannot occur until you have command. Examples:
- DD Form 577DD Form 577 fiscal appointments. You sign these in Day 0-7.
- Policy letter re-issuance. You sign these in the first 30 days.
- DEOCS within 90 days post-CoC. You initiate after assumption.
- METL submission to HHQ. Within 90 days post-CoC.
Do not pre-sign any document that requires you to be the CO. Pre-positioning drafts is fine. Signing before you have authority is not.
