Scope
MCO 1754.9B sets policy and responsibilities for the Marine Corps Unit, Personal and Family Readiness Program (UPFRP). The program supports Marines, Sailors attached to Marine Corps units, eligible beneficiaries, and authorized contacts. Four tenets run through the program. Deployment Support. Official Communication. Readiness and Resource Support. Volunteer Management. The UPFRP is classified as a Category A Morale, Welfare, and Recreation (MWR) program. Every commander providing direct support to Marines and family members is required to run a UPFRP. Applicability covers every Lieutenant Colonel, Colonel, and General Officer level command across the Total Force.
Audience
- Deputy Commandant for Manpower and Reserve Affairs (DC M&RA). Owns the program. Approves resourcing.
- Director, Marine and Family Programs Division (MF). Issues policy. Manages the Deployment Readiness Coordinator (DRC) table of organization. Reports DoD metrics. Reviews the order periodically.
- Marine Corps Family Readiness Branch (MFZ). Receives the monthly DRC and URC rosters.
- Component commanders (MARFORCOM, MARFORPAC, MARFORCENT, MARFOREUR, MFR, MARFORCYBER, MARSOC, MARFORSOUTH) and major commanders (MCCDC, MCLC, MCICOM, MCRC). Confirm UPFRP is operational at every direct-support unit. Publish a UPFRP policy statement within 60 days of assuming command. Recognize volunteers annually.
- Major Subordinate Commanders (MSCs). Publish the UPFRP policy statement within 60 days. Maintain awareness of subordinate commands. Recognize volunteers annually.
- Installation commanders. Coordinate UPFRP information across the Installation Marine and Family Programs Committee. Ensure M&FP training and services are accessible.
- Directors, Marine Corps Community Services (MCCS). Provide administrative and logistical support for unit DRCs. Hold administrative control of NAF DRCs. Deliver the MCCS brief to commanders and SgtsMaj or SEAs within 90 days of command assumption.
- M&FP Directors. Communicate quarterly with Family Readiness Command Teams (FRCTs). Submit monthly installation DRC and URC rosters to MFZ. Run the annual UPFRP data trend review with DRCs and URCs.
- Colonel-level commands with staffed DRCs. Assign DRCs to subordinate units. Publish an SOP outlining DRC assignments within 60 days of assuming command. Run hiring, management, and performance reviews of DRCs.
- Commanding officers providing direct support to Marines. Attend FRCT Training (FRCTT) with FRCT members 60 days before or after assuming command (120 days for MCRC and MFR). Publish a unit SOP within 60 days. Appoint the Responsible Officer (RO) and Assistant Responsible Officer (ARO) for Unit and Family Readiness Funds (U&FRF). Appoint Family Readiness Command Team Advisors (FRCTAs) and Family Readiness Assistants (FRAs).
- Sergeants Major and Senior Enlisted Advisors. Receive the MCCS brief from the MCCS Director within 90 days of command assumption.
- Deployment Readiness Coordinators (DRCs). Civilian employees staffed at Col-level commands in MEF, MCRC, MFR, MARSOC, HMX-1, and MCESG.
- Uniformed Readiness Coordinators (URCs). Uniformed Marines appointed in writing to assist DRCs. Authorized stand-in when a unit has no DRC.
- FRCT members. Run the unit-level UPFRP under the commander.
- UPFRP volunteers. Operate under DD Form 2793 Volunteer Agreement and NAVMC 11653 Volunteer Application.
- Authorized Contacts. Anyone over the age of 18 named by the Marine on the UPFRP Contact Authorization form (NAVMC 11654) or in the Marine Online (MOL) Family Readiness Module. The spouse is enrolled separately.
- Marines and family members. Build readiness. Use L.I.N.K.S. and other education resources. File the NAVMC 11654 within 30 days of checking into a unit.
Four UPFRP tenets
- Deployment Support. Education, training, and support to Marines and family members during deployment cycles. Pre, mid, return and reunion, and post or reintegration training. Includes Individual Augment (IA) pre-deployment training.
- Official Communication. Communication directly from or on behalf of the commander to Marines and Authorized Contacts. Conveys unit status while protecting OPSEC.
- Readiness and Resource Support. Information and training on services, resources, and referrals. Pairs with the Personal and Professional Readiness program.
- Volunteer Management. Coordination of UPFRP volunteers under DoDI 1342.22 and MCO 5380.2.
Authorized DRC unit list
DRCs are civilian employees staffed at Colonel-level commands within the following authorized units.
- Marine Expeditionary Forces (MEF).
- Marine Corps Recruiting Command (MCRC).
- U.S. Marine Forces Reserve (MFR).
- Marine Corps Forces Special Operations Command (MARSOC).
- Marine Helicopter Squadron One (HMX-1).
- Marine Corps Embassy Security Group (MCESG).
Commands without an authorized DRC billet appoint a URC under the commander.
Funding constraints
- Commands are barred from augmenting DRC salaries with Operations and Maintenance, Marine Corps (O&M, MC) or O&M, MC Reserve (O&M, MCR) dollars.
- Commands are barred from spending O&M, MC or O&M, MCR baseline dollars on any differently named civilian billet performing UPFRP duties.
- Unit and Family Readiness Funds (U&FRF) execute through an appointed RO and ARO under MCO P1700.27B.
- NAF DRC funding routes through the installation MCCS Human Resource Office.
- Authorized and prohibited expenditures listed in Appendix D.
Commander action items pulled from the order
- Publish a UPFRP policy statement within 60 days of assuming command. SOP requirements per Appendix B.
- Attend FRCT Training (FRCTT) with FRCT members. 60 days before or after assuming command for active component. 120 days for MCRC and MFR.
- Appoint the Responsible Officer (RO) and Assistant Responsible Officer (ARO) in writing to approve U&FRF execution.
- Recruit and screen volunteers. Appoint Family Readiness Command Team Advisors (FRCTAs) and Family Readiness Assistants (FRAs) in writing.
- Offer personal and family readiness education, including LifeStyle Insights, Networking, Knowledge, and Skills (L.I.N.K.S.), Family Care Plan, and Personal Finance.
- Run pre, mid, return and reunion, and post or reintegration deployment training for deploying units. Run pre-deployment training for Individual Augments and family members.
- Confirm every unit Marine completes NAVMC 11654 or updates Authorized Contacts in the MOL Family Readiness Module within 30 days of checking in.
- Conduct the UPFRP internal audit within 14 days before the outgoing DRC or URC departure, and again within 14 days of a new DRC or URC appointment. Appendix C provides the turnover audit checklist.
- Recognize UPFRP volunteers annually.
