Role and responsibility
The Sponsorship Coordinator runs the daily Marine Corps Sponsorship Program (MCSP) per MCO 1320.11HMCO 1320.11H paragraph 4.b.(7) (Sponsorship Coordinators (SCs)). The unit commanding officer appoints the SC per Enclosure (1) (Sample Sponsorship Coordinator Appointment Letter) and signs by direction on welcome aboard letters per Enclosure (2). The assigned sponsor executes per paragraph 4.b.(8) (Assigned Sponsors). The S-1 chief tracks the program against the metrics per Enclosure (3). The Marine and Family Programs Division (MF) Director per paragraph 4.b.(2) provides HQMC-level program oversight. The Installation Information, Referral and Relocation (IR&R) Program Manager per paragraph 4.b.(9) coordinates installation-level handoff.
Source documents flow from inbound assignment notifications (MCTFS), the unit Sponsorship Coordinator appointment letter per Enclosure (1), the welcome aboard letters per Enclosures (2) and (4)-(6), the sponsor assignment letter per Enclosure (7), the NAVMC 11799 (Sponsorship Request Form), the NAVMC 11791 (Sponsorship Program Questionnaire), and the utilization metrics worksheet per Enclosure (3). Sponsorship outputs include the appointed SC, the matched sponsor-inbound pair, the executed welcome aboard contact, the unit utilization metrics, the IR&R handoff, and the Page 11 documenting sponsorship completion per MCO P1070.12KMCO P1070.12K Chapter 6.
Per MCO 1320.11H paragraph 4.a.(1) (Commander's Intent), the MCSP supports inbound Marine and family transition. Per paragraph 4.a.(2) (Concept of Operations), the program runs end-to-end from inbound notification through arrival and integration. Per paragraph 4.b, subordinate element missions assign responsibility to DC M&RA, MF, COMMARFORRES, CG MCRC, Installation Commanders, Unit Commanding Officers, SCs, Assigned Sponsors, and IR&R Installation Program Managers. Per paragraph 5 (Administration and Logistics), records, privacy (per 5 USC 552a5 USC 552a and SECNAVINST 5211.5FSECNAVINST 5211.5F), and forms management flow per the parent policies. The Admin CH-1 to the base order applies E.O. 14168 language updates.

- Designate sponsors. Per paragraph 4.b.(8) and Enclosure (7) (Sample Sponsorship Assignment Letter), the SC matches sponsor to inbound Marine by grade, MOS, and family status.
- Run welcome aboard letters. Per Enclosure (2) (Command Welcome Aboard Letter), Enclosure (4) (Sponsor Welcome Aboard CONUS), Enclosure (5) (Sponsor Welcome Aboard Accompanied OCONUS), and Enclosure (6) (Sponsor Welcome Aboard Unaccompanied OCONUS), the unit and sponsor issue welcome aboard letters.

- Coordinate IR&R handoff. Per paragraph 4.b.(9) (IR&R Installation Program Manager), the IR&R Program Manager handles installation-level resource referral.

Common pitfalls
- SC appointment not in writing. Per MCO 1320.11HMCO 1320.11H paragraph 4.b.(7) and Enclosure (1), the appointment is written.
- Sponsor designated late. Per paragraph 4.b.(8), sponsor designation runs ahead of inbound arrival to support outreach.
- Welcome aboard letter type mismatched to assignment. Per Enclosures (4)-(6), CONUS, Accompanied OCONUS, and Unaccompanied OCONUS each have a distinct letter type.
- Utilization metrics not tracked. Per paragraph 4.b.(6) and Enclosure (3), the unit tracks coverage. A missed metrics cycle prevents commander visibility.
- IR&R handoff missed for inbound family. Per paragraph 4.b.(9), the IR&R Program Manager runs installation-level referral. Coordinate the handoff at sponsor assignment.
- Privacy Act breach in sponsor coordination. Per paragraph 5.c, 5 USC 552a5 USC 552a, and SECNAVINST 5211.5FSECNAVINST 5211.5F, PII transmitted to a sponsor follows the privacy rules.
Decision points
- Family versus single Marine sponsorship match. Per MCO 1320.11HMCO 1320.11H paragraph 4.b.(8), family status drives the sponsor match where possible.
- CONUS versus accompanied OCONUS versus unaccompanied OCONUS letter. Per Enclosures (4), (5), and (6), the inbound assignment type drives the letter type.
- IR&R handoff timing. Per paragraph 4.b.(9), the SC coordinates the handoff at sponsor assignment to support family-driven inbound coordination.
- Reserve versus active sponsorship. Per paragraphs 4.b.(3) (COMMARFORRES) and 4.b.(4) (CG MCRC), reserve and recruiting commands run sponsorship under the same MCSP framework with component-specific cadence.
