Scope
MCO 1500.60A establishes the Marine Corps Force Preservation Council (FPC) process. The FPC identifies individual risk factors, applies holistic risk management (RM) measures, and promotes protective factors to improve individual and unit readiness. Commanders run FPCs at company, battalion, and squadron level on a recurring cadence. Every Marine receives consideration through a combination of recurring tasks and activities throughout the chain of command. The Command Individual Risk and Resiliency Assessment System (CIRRAS) is the singular Program of Record electronic tool supporting the FPC process.
Audience
- Commanding Officers (COs). Establish a formalized FPC process. Validate risk recommendations. Assign the official Risk Determination per Marine. Delegate medium and elevated risk assignment to company commanders at discretion. Brief high and medium risk Marines during the battalion or squadron FPC.
- Unit leaders, command teams, and command-designated subject matter experts (SMEs). Participate in FPCs and discussions outside formal FPCs.
- Chaplains and Medical Officers. Provide support to the FPC process within their official duties. PHI disclosure follows the DoD Health Information Privacy framework.
- Unit Administrators and FPC Certifiers. Manage CIRRAS roles, training completion, and annual compliance. Appointed in writing.
- Civilian support staff and civilian SMEs. Authorized to participate in FPCs at the commander's discretion. NOT authorized to access individual Marine CIRRAS profiles. Limited to aggregate dashboards.
Cadence
- Active component: FPC required monthly at a minimum.
- Reserve component: FPC required no less than semi-annually.
- Continuous well-being assessment outside formal FPCs by engaged leaders.
- Transferred Marines who join with a Low Risk Determination receive an Elevated Risk Determination for 90 days from the date joined present unit in MCTFS. All new joins discussed during FPCs while in this status.
Risk levels and recertification
- Low. Default. Recertification not required.
- Medium. Recertification required during an FPC if no change determined.
- Elevated. Recertification required during an FPC if no change determined.
- High. Recertification required during an FPC if no change determined. Briefed at battalion or squadron FPC.
- Marines with high and medium risk receive briefing at the battalion or squadron FPC.

CIRRAS use rules
- CIRRAS is singular and authoritative for FPC support. No screenshots, no printed CIRRAS information, no account sharing.
- CIRRAS user roles with profile access limited to active or reserve component Marines, plus civilian command leadership appointed in writing with direct supervisory oversight.
- Civilian position descriptions remain unchanged. No civilian position is assigned CIRRAS access as an official duty.
- Marine profile information updated prior to each FPC.
- Unit medical officer consulted prior to releasing medical information to a Marine.
- Higher Headquarters Commander role at O-6 or higher gives visibility into subordinate commander profiles and unit aggregate dashboards.
What stays out of CIRRAS
- Restricted or Unrestricted Sexual Assault Prevention and Response Reports.
- Family Advocacy Program restricted information.
- Substance Abuse self-referral information.
- PHI, PII, and detailed information on pending, unsubstantiated, or non-adjudicated legal or investigatory matters. Broad non-specific stressor indicators allowed in the profile events section.
- PII for non-dependent civilian family members, roommates, cohabitants, or significant others. Use "CIVILIAN" in the name field.
Prohibited uses
- CIRRAS information shall not drive performance evaluations, selection, promotion, assignment, or disciplinary proceedings.
- Information about a Marine obtained from sources outside CIRRAS retains its original usability. The existence of the same fact inside CIRRAS does not contaminate the external source.
Warm handoff process
MCTFS data entry of a future Monitor Command Code (MCC) triggers the warm handoff in CIRRAS. The losing commander maintains accurate profiles through check-out. The gaining commander connects inbound Marines with local resources and continues the mitigation plan. Commands receiving Marines on TAD orders in excess of 30 days, or fleet or camp assistance program personnel, own the FPC and CIRRAS actions for those Marines.
Memorandum for the record fallback
When CIRRAS is unavailable (deployment, system outage), the unit still conducts the monthly FPC. A memorandum for the record documents attendance, date, and time. Retain for three years per the cited records management references.
