MARADMIN 634/23 - Change to Annual Fitness Report Schedule for Active Component Captain through Lieutenant Colonel, Sergeants Major, and Master Gunnery Sergeants

Scope

MARADMIN 634/23 announces an immediate change to the Annual Fitness Report Schedule in MCO 1610.7B Performance Evaluation System (PES). The change resets the annual reporting period end dates for active component captains, majors, lieutenant colonels, sergeants major, and master gunnery sergeants. The change aligns FITREP processing with the revised Commandant of the Marine Corps sponsored promotion screening board commencement dates published in MARADMIN 628/23 for FY26 officer boards. The next release of MCO 1610.7B will incorporate the schedule. Applicability is the Marine Corps Total Force.

Audience

• Reporting seniors (RS). Apply the new annual reporting period end dates. Submit reports under the new schedule.
• Reviewing officers (RO). Confirm RS-submitted reports meet the new processing window.
• Reporting officials at all levels. Omit no annual report for a Marine projected for board consideration. Annual report omission is barred for board-eligible Marines.
• Individual Marines. Verify board eligibility through the M&RA Board Eligibility query at https://www2.manpower.usmc.mil/boardEligibilityRucMcc.action.
• S-1 staff and adjutants. Process FITREPs in MCTFS under the new schedule. Audit the unit roster against the new end dates.
• Commanding officers. Sign reports in time for board inclusion. Recognize late FITREPs have significant impact on board selection.

New annual reporting period end dates

• Active component Lieutenant Colonel. Last day of February.
• Active component Major. Last day of February.
• Active component Captain. Last day of March.
• Active component E9 (Sergeant Major, Master Gunnery Sergeant). Last day of June.

Why the change

The earlier February or March end dates for LtCol and Major provide processing time before the CMC sponsored promotion screening boards for LtCol and Col convene at the start of the fifth month. The sixth-month end date for Major aligns with the board cycle. The June end date for E9 aligns the FITREP processing with the summer move cycle and reduces administrative burden.

Modified omission and extension criteria

• Reference (a) Chapter 3 Paragraph 7a. Reporting officials extend AN or AR reports if MRO performance has not changed since the last annual report submission and another reporting occasion comes due within 180 days or less. SA reports extend only if another known occasion comes due within 89 days or less.
• Reference (a) Chapter 3 Paragraph 4j(2)(e). Reporting officials omit annual reports if another reporting occasion is known in advance to occur within 180 days of the scheduled annual occasion. Adversity cases do not qualify for omission.

Action items

1. Recompute the annual report due dates for every active component captain, major, lieutenant colonel, sergeant major, and master gunnery sergeant in the unit using the new end-of-month anchors.
2. Pull the M&RA Board Eligibility query for each Marine projected for an upcoming board. Submit the annual report ahead of the board commencement date.
3. Apply the extension thresholds. 180 days for AN and AR. 89 days for SA. No extension when another occasion is not yet known.
4. Apply the omission threshold. 180 day window when an upcoming occasion is known. Adversity cases require the annual.
5. Confirm the unit FITREP tracking sheet reflects the new end dates.
