Scope
MARADMIN 115/19 directs the Marine Corps implementation of the Visa Intellilink Data Analytics and Misuse Case Management System for monitoring Government Travel Charge Card (GTCC) activity. The MARADMIN responds to the recommendation in the DoD Inspector General's report "DoD Reporting of Charge Card Misuse to OMB" released in April 2018. The Headquarters Marine Corps Component Program Manager (CPM) and Hierarchy Level (HL) 3 and HL4 Agency Program Coordinators (APCs) use Visa Intellilink to identify, track, and report cases of potential travel card misuse, abuse, and fraud. Visa Intellilink serves as the DoD repository for recording, tracking, and posting the final resolution of cases.
Audience
HQMC Component Program Manager. HL3 APCs at major commands. HL4 APCs at the unit level. Unit commanders reviewing misuse cases. Cardholders responding to misuse questionnaires.
Required actions
- Effective 1 February 2019, HQMC CPM and HL3 and HL4 APCs review GTCC transactions in Visa Intellilink no less than once per month.
- HL3 and HL4 APCs identify, flag, and create cases on suspected fraud, misuse, or abuse.
- HL4 APCs route cases to HL3 APCs. HL3 APCs route to the CPM for approval.
- Cardholders respond to the Visa Intellilink questionnaire with accurate detail including commander notification status.
- All cases close in a timely manner at the appropriate review level.
