DOD Financial Management Regulation, Volume 8 - Civilian Pay Policy

Scope

Volume 8 of DoD Financial Management Regulation 7000.14-R sets civilian pay policy for the Department of Defense. The volume governs civilian time and attendance, pay administration, mandatory deductions, leave and other absences, miscellaneous actions, debt collection, records and reports, special category employees, and allotments. Every DoD civilian employee paid through DoD pay systems falls under this volume.

Operative content

• The portal civilian pay coordination page routes civilian Marine pay actions from the unit S-1 to the civilian personnel office per Chapters 1 through 11 and DODI 1400.25.
• Civilian supervisors sign T&A per Chapter 2 and approve leave per Chapter 5. Civilian timekeepers feed the T&A record.
• DFAS Civilian Pay processes the pay actions. MCTFS does not process civilian pay. Marines in uniform route through DoDFMR Volume 7A military pay channels per Chapter 1.
