Role and responsibility
The promotions clerk owns daily promotion processing. The S-1 chief tracks the unit promotion roster against zone and selection cycles. The S-1 officer signs by direction on promotion ceremony coordination and Page 11 entries. The commander pins the rank at the promotion ceremony and signs reduction or denial actions.
Source documents flow from MMEA promotion warrants, MMPB selection lists, meritorious or remedial promotion recommendations, time-in-grade and time-in-service rosters, and the unit composite score worksheets. Promotion actions land in MCTFS as grade changes with effective date and pay impact. Outputs include the executed promotion order, the updated pay grade, the Page 11 entry per MCO P1070.12K paragraph 4006, the unit awards register entry, and the ceremony record.
Per MCO P1400.32DMCO P1400.32D Chapter 1 paragraph 1201 (Promotion System), the enlisted promotion system runs across the active component, the Selected Marine Corps Reserve and Active Reserve (SMCR/AR), and the Individual Ready Reserve (IRR). Per Chapter 1 paragraph 1202 (Time in Grade and Time in Service), eligibility flows from the TIG and TIS rules. Per Chapter 1 paragraph 1203 (Promotion Policies), promotion authorities and approval routes are set. Per Chapter 1 paragraph 1204 (Promotion Restrictions), MMEA and the commander apply restrictions tied to discipline, medical, or performance state. Per Chapter 1 paragraph 1205 (Promotion Records), the S-1 documents the promotion in the OMPF and MCTFS.

Common pitfalls
- Promotion warrant processed without eligibility validation. The Marine promotes without meeting criteria. Validate per MCO P1400.32DMCO P1400.32D Chapter 1 paragraph 1202.
- Page 11 omitted on promotion. The OMPF lands without record. Cut Page 11 at promotion per MCO P1070.12KMCO P1070.12K Chapter 6 and MCO P1400.32D Chapter 1 paragraph 1205.
- Restriction screen skipped. Per Chapter 1 paragraph 1204, discipline, medical, or performance state suspends the promotion. Screen at warrant receipt.
- Pay grade transition lag. New pay does not post on next cut. Cut the promotion transaction at the effective date per MCTFSPRIUMMCTFSPRIUM.
- Frocking processed without authorization. Per MCO P1400.32DMCO P1400.32D Chapter 1 paragraph 1203, frocking requires specific authorization.
- Reduction in grade not processed promptly. The Marine continues at higher grade past the order. Process at the order effective date.
Decision points
- Frocking versus promotion. Per MCO P1400.32DMCO P1400.32D Chapter 1 paragraph 1203, frocking allows wear of grade without pay. The commander authorizes per the criteria.
- Meritorious versus board promotion. Per MCO P1400.32D Chapter 2 paragraphs 2300-2306 and MCO 1400.31C, meritorious or special programs route through specific authority versus the standard board cycle.
- Promotion deferral, withhold, or removal. Per Chapter 1 paragraph 1204 and Chapter 2 paragraphs 2600-2604, the action routes through MMEA with documentation.
