Role and responsibility
The S-1 officer or adjutant owns Congressional and special interest inquiry processing at the unit level. The S-1 chief tracks suspense and runs the staffing chain. The S-1 clerk logs inquiries and pulls supporting documentation. The commander signs the response unless authority is delegated by direction.
Source documents flow from Congressional offices through SecNav and HQMC liaison channels, IG referrals from IGMC or local IG offices, and White House referrals. Responses route up the chain to the originating office through the same channels. Outputs include the certified response letter, the case packet, the inquiry register entry, and the OMPF Field Folder copy when the inquiry concerns an individual Marine.
MCAAT inspects the inquiry register, suspense compliance, signature authority, and case packet completeness. A missed Congressional suspense draws command-level scrutiny per SECNAVINST 5730.5SECNAVINST 5730.5. Track suspense from the day of receipt, not the day of routing.
Trigger events
- Congressional office routes a constituent inquiry through SecNav or HQMC liaison.
- IG referral from IGMC or local IG office.
- White House referral through the executive secretary.
- Special interest inquiry from a flag-level office.
- Media inquiry routed through Public Affairs requiring command coordination.
- DoD FOIA request affecting unit records.
- Department of Defense Inspector General request.
Processing workflow
- Receive the inquiry. Pull from the SecNav or HQMC liaison channel, the IG referral, or the originating office. Cross-check the subject, originator, and suspense date. The S-1 officer runs receipt.
- Log the inquiry. Enter in the Congressional register with date received, originator, subject, action officer, and suspense date.
- Identify the suspense. Apply the SECNAVINST 5730.5SECNAVINST 5730.5 Chapter 4 suspense (typically 5 working days for interim, 30 days for substantive) or the suspense set by the originating office.
- Route to the action officer. Coordinate with operations, legal, or other staff section holding the action knowledge. Track suspense.
- Coordinate the response. Pull statements from witnesses, supporting documentation, and policy citations. The S-1 chief assembles the response file.
- Pull the OMPF Field Folder. For inquiries about an individual Marine, pull the OMPF and review under DOD 5400.7-RDOD 5400.7-R for releasable content.
- Draft the response. Author the response per SECNAVINST 5730.5SECNAVINST 5730.5 format. Lead with the response to the constituent question, follow with supporting facts, close with command position.
- Run the staffing chop chain. Route through legal, public affairs, and any other affected staff section. Capture chops on a chop sheet.
- Route for commander signature. The commander signs the substantive response unless authority is delegated by direction per MCO 5740.4MCO 5740.4.
- Submit the response. Route through the same channel the inquiry arrived. Capture confirmation of receipt.
- File the certified case packet. Place the inquiry, the response, the supporting documentation, and any chop sheet in the unit Congressional file per MCO P1070.12KMCO P1070.12K records retention.
- Brief the commander. Present aggregate inquiry posture on a fixed cycle. Cover open inquiries, recent closures, and trend lines.
Systems of record and forms
Systems
- Congressional register. Local register tracking all unit Congressional and special interest inquiries.
- HQMC Office of Legislative Affairs portal. Routes Congressional inquiries to and from unit.
- IG case management system. Tracks IG referrals.
- OMPF. Holds individual records pulled for inquiry support.
- Unit records management system. Archives certified case packets.
Forms
- Naval letter format per SECNAV M-5216.5. Standard response format.
- Memorandum format per SECNAV M-5216.5. Internal staffing format.
- Chop Sheet. Documents the staffing chain.
- DD Form 577 Signature Card. Documents by direction signature authority for routine acknowledgments.
Common pitfalls
- Suspense tracked from routing date instead of receipt date. The unit submits late. Track from receipt per SECNAVINST 5730.5SECNAVINST 5730.5.
- Response drafted without legal chop. The response carries an unverified legal claim. Capture legal chop on every substantive response.
- Individual privacy not protected. The response releases protected information without redaction per DOD 5400.7-RDOD 5400.7-R. Route through legal for privacy review.
- Commander signature skipped on substantive response. The response goes out under by direction signature. Route substantive responses for commander signature per MCO 5740.4MCO 5740.4.
- Case packet not filed. The audit trail breaks. File the certified packet on submission per MCO P1070.12KMCO P1070.12K.
Decision points
- Substantive versus interim response. The action officer needs more time. The S-1 officer routes an interim response within 5 working days and the substantive response within 30 days per SECNAVINST 5730.5SECNAVINST 5730.5 Chapter 4.
- Releasability of individual records. The inquiry asks for information about a specific Marine. Route through legal for Privacy Act and FOIA review per DOD 5400.7-RDOD 5400.7-R.
- Signature authority. The response is routine acknowledgment, substantive response, or commander-only response. The S-1 officer routes per MCO 5740.4MCO 5740.4.
Sub-pages
- HAC Surveys and Investigations Staff (S&IS) visits. House Appropriations Committee S&IS investigation announcement letters, action officer coordination, classified material handling, and post-visit reporting per MCO 5740.4B.
Source coverage gap
The full Marine Corps congressional inquiry program has multiple primary sources. The current source set on disk covers SECNAVINST 5730.5 (referenced) and MCO 5740.4B (HAC S&IS sub-program). Missing primary sources include the current Marine Corps Office of Legislative Affairs (OLA) instruction, JAGINST 5800.7G Chapter V Article 138 complaints procedures, the IG Hotline framework, and DOD 5400.7-R FOIA implementation guidance. Build out additional sub-pages (constituent inquiry, Article 138 complaints, IG hotline, FOIA release) when the primary sources arrive.
