Role and responsibility
S-1 admin specialists own admin training and sustainment at the unit level. The S-1 chief authors the 01XX training plan and runs the sustainment cycle. The S-1 officer signs the training plan and briefs readiness to the commander. The MCC coordinator routes formal school requirements through Marine Corps Communications.
Source documents flow from NAVMC 3500.3E individual events, MCO 1553.3 UTM rules, and the unit METL. Training records land in MCTFS through training reporting transactions. Outputs include the unit training plan, the sustainment calendar, the certified training roster, and the Combat Readiness Percentage roll-up.
MCAAT inspects the training plan against the unit METL, sustainment intervals against NAVMC 3500.3E, training records in MCTFS, and signature trail on each event. A Marine certified on a 1000-level event with no training entry triggers a finding. Document training at the moment of completion, not at the end of the cycle.
Trigger events
- New 01XX Marine joins the unit (initial sustainment baseline).
- Annual training plan refresh window opens.
- Sustainment interval expires on a Marine for a specific T-R event.
- Formal school seat allocation arrives from MCC.
- New release of NAVMC 3500.3E with event changes.
- Pre-deployment training cycle begins.
- Annual readiness reporting cycle requires CRP roll-up.
Processing workflow
- Build the unit 01XX training plan. Pull the unit METL, the assigned 01XX billets, and the NAVMC 3500.3E event list. Map events to billets and grades per MCO 1553.3MCO 1553.3. The S-1 officer signs the plan.
- Map T-R events to billets. For each Marine, list the required 1000-level, 2000-level, and 2100-level events tied to the billet per NAVMC 3500.3ENAVMC 3500.3E Chapters 4, 5, and 11.
- Schedule sustainment training. Build the sustainment calendar to the 12-month default interval or the event-specific interval. The S-1 chief schedules.
- Conduct the training. Run training to the NAVMC 3500.3ENAVMC 3500.3E event standard. Document conditions, standard, and performance steps for each event.
- Document training in MCTFS. Cut the training reporting transaction in UD-MIPS for each completed event per MCTFSPRIUMMCTFSPRIUM training reporting format.
- Sign the training roster. The instructor signs on completion. The S-1 chief countersigns.
- Track sustainment intervals. Maintain a tickler for each Marine and each event. Notify the chain 60 days before lapse.
- Coordinate formal school throughput. Route formal school nominations through MCC per MCO 1553.3MCO 1553.3. Track seat allocation and Marine reporting dates.
- Validate Combat Readiness Percentage. Roll up training events to CRP per MCO 3500.72AMCO 3500.72A Chapter 1. The S-1 chief signs the CRP roll-up.
- Brief the commander. Present training readiness on a fixed cycle. Cover CRP, lapsed events, formal school throughput, and gaps.
- Refresh the training plan annually. Pull the latest NAVMC 3500.3E and revise the plan against current events. The S-1 officer signs the refreshed plan.
- Stage training records. Maintain rolling 24-month training history for MCAAT inspection. Pull the history at any inspection notice.
Systems of record and forms
Systems
- MCTFS. Master record holding training reporting transactions and CRP state.
- UD-MIPS. Cuts and certifies training reporting transactions.
- MCTIMS. Marine Corps Training Information Management System for unit training planning.
- MOL. Surfaces training history to the Marine for review.
Forms
- 01XX Unit Training Plan. Local form documenting the annual training plan.
- Sustainment Calendar. Local form scheduling sustainment events.
- Training Roster. Per-event roster signed by instructor and S-1 chief.
- CRP Roll-up Report. Periodic Combat Readiness Percentage report per MCO 3500.72A.
- Formal School Nomination Sheet. Routed through MCC per MCO 1553.3.
Common pitfalls
- Training conducted but not reported in MCTFS. The training counts as not done. CRP drops. Cut the training reporting transaction at the moment of completion per MCTFSPRIUMMCTFSPRIUM.
- Sustainment interval lapses without notice. The Marine drops from CRP. Maintain a 60-day tickler before lapse.
- Training plan not refreshed against current NAVMC 3500.3E. The unit trains to retired event standards. Refresh the plan on every NAVMC 3500.3E release.
- Formal school seat held without a Marine. The seat goes unused and the unit loses future allocation. Coordinate with MCC at seat assignment per MCO 1553.3MCO 1553.3.
- CRP roll-up signed without backing roster. MCAAT writes a finding for unsupported CRP. Tie every CRP entry to a signed training roster.
Decision points
- Training event substitution. The Marine completed a similar event at a prior unit. Determine substitution against NAVMC 3500.3ENAVMC 3500.3E chapter introduction rules. The S-1 officer signs the substitution.
- Formal school nomination priority. Multiple Marines compete for one seat. The S-1 chief ranks by sustainment lapse, billet criticality, and time in grade per MCO 1553.3MCO 1553.3.
- CRP grading at lapsed event. The Marine has a lapsed sustainment but holds the qualification. Grade per MCO 3500.72AMCO 3500.72A Chapter 1 with the right reduced status.
