- Validate role-based access against billet
- Run quarterly account reviews with the security manager
- Disable accounts at detach within 24 hours
- Audit privileged certifier accounts each month
- Coordinate MISSA and RFF support cases for system errors
- Maintain backup processing capability for outages

- Train inbound clerks on each system before granting access
- Track system outages and remediation in the unit log
- Close every account on transfer or separation
Role and responsibility
S-1 admin specialists own system account management for every personnel and pay system the section touches. The S-1 chief supervises account provisioning and quarterly review. The S-1 officer signs by direction on access requests and approves privileged certifier accounts. The unit security manager reviews access against role and need-to-know per MCO 5239.2BMCO 5239.2B.
Source documents flow from billet assignments, DoD E-ICAM access requests, and NIS access requests for Marine Online applications. Account state lives across MCTFS, MOL, UD-MIPS, RAPIDS, OMPF, TFSMS, and DEERS. Outputs include the active account roster, the privileged certifier list, the quarterly review signature, and the disabled account log.
MCAAT inspects account rosters for stale accounts, unverified certifier credentials, and missing quarterly review signatures. A separated Marine with an active account triggers a finding under DOD 8500.01EDOD 8500.01E. Disable accounts at the moment of detach, not at the next review.
Trigger events
- Inbound Marine reports for S-1 duty needing system access.
- Outbound Marine detaches and requires account closure within 24 hours.
- Quarterly account review window opens.
- Billet change moving an 0111 to a higher access role.
- System outage requiring backup processing capability.
- New release of a system requiring training before access.
- MISSA or RFF support case opened for a system error.
Processing workflow
- Receive the access request. Pull the E-ICAM or NIS request. Cross-check billet, MOS, and grade against the requested role. The S-1 clerk runs receipt.
- Validate role and need-to-know. Confirm the access role aligns with the billet and need per MCO 5239.2BMCO 5239.2B Chapter 4. The security manager signs the validation.
- Process the account request. Submit the MCTFS manpower request through DoD E-ICAM. Request UD-MIPS and DTMS access through NIS. Submit to RAPIDS for the issuing-system workstation. The S-1 chief routes.
- Train the inbound clerk. Run the system-specific training before activating access. Document the training in a Page 11 entry per MCO P1070.12KMCO P1070.12K.
- Activate the account. Confirm activation in each system. Test transaction submission against a test member or training environment.
- Inventory active accounts. Maintain the unit account roster with name, EDIPI, role, system, and effective date. The S-1 clerk owns the roster.
- Run quarterly account reviews. Compare the account roster against the unit billet roster. Flag stale accounts. The security manager and S-1 chief sign the review.
- Disable accounts at detach. Delete the MCTFS User ACID through the TASO and submit RAPIDS closure within 24 hours of certified detach per DOD 8500.01EDOD 8500.01E.
- Audit privileged certifier accounts each month. Verify the certifier list against the diary certification log. The S-1 chief signs the audit.
- Manage system outages. Coordinate with MISSA on outage status. Run backup processing per MCTFSPRIUMMCTFSPRIUM outage procedures.
- Document system change requests. Route enhancement and bug requests through MISSA. Track resolution in the unit system log.
- Close the access cycle. File the SAAR, training records, and account close confirmation in the OMPF Field Folder under the systems tab.
Systems of record and forms
Systems
- MCTFS. The personnel and pay master record system. Manpower access submits through DoD E-ICAM effective 21 September 2026.
- DoD E-ICAM. The DoD identity and access workflow for MCTFS end-user roles. Replaced AutoSAAR.
- MOL. The Marine self-service and order delivery surface.
- NIS. The access manager for Marine Online applications, including UD-MIPS and DTMS.
- UD-MIPS. The unit diary cutting and certification system. Access through NIS.
- RAPIDS. CAC issuing and DEERS update station.
- OMPF. The official military personnel file system.
- TFSMS. The T-O and T-E manning system.
- DEERS. The benefit and dependency eligibility system.
Forms
- DD Form 2875 (SAAR). No longer the submission instrument for MCTFS end-user access. E-ICAM builds the SAAR record from its online form.
- NAVMC 118 (11) Administrative Remarks. Page 11 documenting system training.
- DD Form 2842 DoD CAC PIN Reset Standard Form. Used at RAPIDS for CAC operations.
- Privileged Access Agreement. Required for MCTFS certifier accounts.
Common pitfalls
- Stale account on a separated Marine. The Marine retains MCTFS access past detach. MCAAT writes the finding under DOD 8500.01EDOD 8500.01E. Disable accounts within 24 hours of certified detach.
- Privileged certifier account held by an untrained Marine. The Marine signs diary lines without the privileged access agreement. Suspend the account and run training before reactivation per MCO 5239.2BMCO 5239.2B.
- Quarterly review skipped. The roster diverges from the billet picture. Run the review on a fixed cycle and sign the roster.
- Outage processing not staged. The system goes down and the section halts. Maintain a backup processing kit with paper templates per MCTFSPRIUMMCTFSPRIUM outage section.
- Request submitted on the retired AutoSAAR path. The request dies unapproved and needs resubmission in E-ICAM per PAA 02-26PAA 02-26. Supervisors also have to be registered in E-ICAM before a user names them.
Decision points
- Privileged certifier authorization. The 0111 reaches the SSgt-with-DoR threshold for certifier access. The S-1 officer signs the privileged access agreement before MISSA validates the role per MCO 5239.2BMCO 5239.2B.
- Outage backup activation. The system outage exceeds the daily processing window. The S-1 chief activates paper backup processing and notifies MISSA.
- Account suspension on misconduct. The Marine is under investigation affecting integrity of the certified record. The S-1 officer suspends the account pending resolution per MCO P1070.12KMCO P1070.12K.
