Scope
SECNAVINST 5210.16 establishes the Department of the Navy Reports Management Program. The instruction sets policy, assigns responsibilities, and provides procedures for managing DON-wide information collections, implementing the Paperwork Reduction Act of 1995, 44 USC Chapter 35, and 5 CFR Part 1320 at the department level. MCO 5214.2G implements the framework for the Marine Corps, and the IGMC reports management functional area inspects against both.
Audience
- Command Reports Managers running the unit reports program.
- Staff sections originating information collections and local forms.
- DON reports program managers and OMB liaisons for public-facing collections.
Operative content
- Paragraph 5 a-d carries the Reports Management Program policy framework, the anchor citation on the portal's reports management overview, three-year review cycle, and command directive pages.
- Paragraph 7d-f carries the redundancy review rule. A local form shall not be used when a higher-level form, NAVMC, DD, or SF, already exists for the information collected. The redundancy review precedes every local report establishment, and the review documents into the program file.
- The continuity binder physically includes the current instruction beside MCO 5214.2G, the reports inventory, and the three-year review documentation. The IGMC checklist verifies the copy is the current version.
- A new issuance of this instruction or MCO 5214.2G triggers a command directive update.
Connection to higher policy
- 44 USC Chapter 35. The Paperwork Reduction Act.
- 5 CFR Part 1320. The OMB information-collection rule.

- IGMC functional area 5214. The inspection checklist built on paragraphs 5 and 7.
