Scope
This advisory addresses Guidance On Validation Period For Completed DD Form 2648 “Service Member Pre-Separation/Transition Counseling And Career Readiness Standards Eform For Service Members Separating, Retiring, Released From Active Duty (REFRAD)”. Issued by Headquarters Marine Corps Manpower and Reserve Affairs, Manpower Information Branch (MIF) and distributed through the MISSA portal for execution by S-1, IPAC, and commanders across the force.

- All current PAAs are located under the reference tab of the MISSA portal. Disseminate this PAA to all subordinate organizations or units as applicable.
- This advisory outlines the administrative procedures for collecting and uploading completed DD Form 2648s to a Marine’s Electronic Service Record.
- In accordance with reference (b), the Installation Personnel Administration Center (IPAC) or Administration Unit (Admin Unit), as applicable, will collaborate with the Unit Transition Coordinator (UTC) and local transition office personnel to verify that training event codes “TA” and “TZ” are properly reported in the Marine Corps Total Force System for all Marines who possess a completed DD Form 2648 prior to separation. A completed DD Form 2648 is considered valid for a period of 24 months from the date of completion for all components and separation types. If the DD Form 2648 is still valid, it must be accepted as current and sufficient; requiring a new DD Form 2648 when one is still valid will negatively impact the overall timeliness metrics of the Transition Readiness Program (TRP).
