This advisory addresses Guidance On Data Hygiene For Reporting Excess Billet Identification Codes For Active-Duty Personnel. - This advisory outlines the administrative procedures for the reporting of an excess Billet Identification Code (BIC) for Active Component Marines and updates current policies in reference (a).
- In anticipation of forthcoming mandatory requirements, commands shall begin utilizing the Inbound Module in Marine Online (MOL) to report BIC assignments for all personnel. Upon a Marine's arrival at a new command, a BIC must be assigned and reported through the MOL Inbound Module at the time of check-in. Commands are expected to operate as if this requirement is currently in effect. Responsibility for accurate and timely BIC reporting resides primarily with the unit S-1. The Reporting Unit (RU) serves in a supporting capacity to reinforce data integrity across the Active Component.
- In addition to using the Inbound Module for the assignment of BICs for new check-ins, commands are directed to review all currently joined personnel and validate that each Marine is assigned a valid BIC, commensurate with their grade and MOS. Validation and assignment of BICs shall be complete no later than 30 September 2025. For any personnel without an assigned BIC in the system, the unit S-1 shall assign a BIC using the BIC Module within MOL. This effort supports ongoing Departmental data hygiene initiatives and ensures readiness assessments reflect accurate manpower alignment.
