Scope
This advisory addresses Clarification Of MCO P1070.12K (IRAM). Issued by Headquarters Marine Corps Manpower and Reserve Affairs, Manpower Information Branch (MIF) and distributed through the MISSA portal for execution by S-1, IPAC, and commanders across the force.

- The purpose of this PAA is to provide clarification to paragraphs
- Paragraph 4006.3x of reference (a) has been determined to be ambiguous. The paragraph states: “Do not make entries on page 11 which concern administrative discharge or competency review proceedings if they do not, upon final review, result in discharge or reduction.” To clarify, paragraph 4006.3x only prohibits making new entries after an administrative discharge or competency review proceeding has occurred, when that proceeding has not resulted in discharge or reduction. Paragraph 4006.3x does not prohibit a commander from issuing a page 11 that notifies a Marine they may be processed for separation, nor does paragraph 4006.3x require that such a page 11 be redacted or removed if a subsequent proceeding does not result in discharge or reduction.
- If a commander intends to process a Marine for separation because of their deficiencies, paragraph 4006.3r of reference (a) and paragraph 6105 of reference (b) require the commander to make a page 11 entry to advise the Marine of the potential proceedings and afford the Marine an opportunity to overcome the deficiencies. There is no requirement to remove or redact any portion of such a page 11 entry documenting an administrative separation or competency review proceeding, even if the administrative discharge or competency review proceeding that follows does not result in a discharge or reduction in rank.
