Scope
This advisory addresses Establishing Anniversary Dates For Reserve Component Officers. Issued by Headquarters Marine Corps Manpower and Reserve Affairs, Manpower Information Branch (MIF) and distributed through the MISSA portal for execution by S-1, IPAC, and commanders across the force.

- This advisory provides clarifying guidance to administrators for establishing or correcting the anniversary date for Reserve Component (RC) Officers who accessed from a service academy or Reserve Officers’ Training Corps (ROTC) program. Retirement eligibility may be negatively impacted by an anniversary date discrepancy.
- Background. Preliminary data analysis indicates that 21 percent of RC Officers who accessed from service academies or ROTC programs may have an incorrect anniversary date. In accordance with ref (a) section 971, ref (b) section 3, and ref (c) paragraph 1401, service as a cadet or midshipman which directly results in a commission is not creditable for officer retirement eligibility. Accordingly, the date of entry into the service academy or ROTC program shall not be used to establish the initial anniversary date. The appointment acceptance date recorded in block 22 of United States Marine Corps Appointment Acceptance and Record, NAVMC 763 (Rev. 11-2014) normally establishes the initial anniversary date. Exceptions are noted in paragraph 4.c.
- Action. Effective immediately, administrative personnel will audit the Career Retirement Credit Report (CRCR) for all RC officers to identify possible anniversary date discrepancies. This audit will also be performed in conjunction with annual and periodic administrative audits.
- Corrective Action. Correct and document the anniversary date discrepancy.
- This paragraph contains guidance to potentially affected RC officers, and will be communicated via SEPCOR. It is provided for the situational awareness of administrators.
