This advisory addresses Supplementary Guidance Regarding The Reporting Endorsement Requirements And Modification Of The Basic Order For Personnel Executing Permanent Change Of Station Orders (Pcso) Due To 2019 Novel Coronavirus (COVID-19). - This Personnel Admin Advisory (PAA) provides supplementary guidance regarding the reporting endorsement requirements and modification of the basic order for personnel executing Permanent Change of Station Orders (PCSO) due to 2019 Novel Coronavirus (COVID-19). References (a) through (h) remain in effect. All current PAAs are located under the reference tab of the MISSA portal located at: https://eis.usmc.mil/sites/missa/default.aspx.
- IAW DOD MILPERS guidance and ref (b), all personnel returning from level 2 and 3 countries are required to quarantine for not less than a period of 14 days. Ensure prior to OBI certification that all personnel executing change of station, separation or retirement orders have sufficient obligated service in addition to any requested PTAD/Delay/LWAS.
- The following paragraphs describe the minimum information required for the reporting endorsement and amplifies when to modify the basic orders NLT date. Reference (i) must be listed as a reference in the reporting endorsement, as the MARADMIN serves as the authority for the gaining command to modify a Marine’s NLT date.
- Gaining Commands will submit the reporting endorsement to the local PAC/reporting unit in order for the Marine to be joined in MCTFS.
- PACs/reporting units will join the Marine to the respective unit the day following the completion of ROM. Example: Marine’s ROM is completed on the 28th, the local PAC/reporting unit would join that Marine on the 29th and start appropriate station allowances IAW regulations. Note: The report date and join date will be the same for ROM scenarios.
- Non-Station allowances. Entitlements such as Combat Zone Tax Exclusion (CZTE), Family Separation Allowance (FSA) and other entitlements are not affected. PACs/reporting units should start all non-station allowances IAW applicable regulations. When necessary, the DD Form 1351-2 and reporting endorsement from the gaining command will be utilized as source documentation to start such entitlements.
- Unit Diary and Electronic Diary Feedback Report (EDFR) Action. A Marine directed into ROM, and subsequently reported in the status of awaiting transportation, will potentially cause the PAC/reporting unit to receive an EDFR advisory due to the delay in reporting the join. PACs and reporting units are to annotate the advisory, “Member in directed ROM and will join the member to command upon completion of ROM.” Administrators must verify with the gaining command that the member has been accounted for and in ROM prior to answering the EDFR. PACs and reporting units will only report failure to report when the member is not accounted for by the gaining command.
