Request all addressees disseminate this PAA to subordinate commands.
The purpose of this PAA is to announce the discontinuation of "FOR RECORD PURPOSES" for financial documents.
It has been a long standing practice for administrative units to use the term "FOR RECORD PURPOSES" when missing certain financial documents. Reference (a) is the Notice of Finding and Recommendation (NFR) issued by Independent Public Accountants during their conduct of the FY19 Full Financial Statement Audit. This NFR identified a material weakness in the use of "FOR RECORD PURPOSES"
Effective immediately, organizations will no longer use "FOR RECORD PURPOSE" when presented with missing documentation, and process a new document with appropriate supporting documentation and signatures to satisfy reporting financial transactions.
Marine Corps Administration Analysis Team (MCAAT) will conduct a risk analysis to evaluate the effectiveness of the above controls, and provide on-site training as needed. The MCAAT checklist will be updated to reflect these improvements.
