What this form is
NAVMC 10030/1 is the waiver a command needs to keep paper records on premises. The Marine Corps runs records electronically by default under MCO 5210.11F chapter 3 paragraph 1f and the federal transition to electronic records. A command holding paper records with no approved waiver holds them out of compliance.
How it works
- Order the form from the DLA Document Services Navy Forms Online site.
- Complete it and email it to HQMCREC-MGR@usmc.mil, with SMB_HQMC_RMOUTREACH@usmc.mil copied.
- The Records Officer of the Marine Corps sets a unique expiration date on each approved waiver.
- Transition the listed paper records to electronic format before the waiver expires.
- List every waived paper record on the command file plan with its physical location, column F of the file plan template.
Approval and renewal happen only under rare circumstances, per the IGMC checklist.
What the inspector checks
IGMC FAC 5210 item 0201 applies only to commands holding paper records on premises. The inspector looks for a current approved waiver, records on hand matching the waiver, and physical locations on the file plan. An expired waiver is a finding.
Status
Current. The IGMC Records Management checklist effective 23 September 2025 inspects against it under item 0201.
