Basic Needs Allowance (TTC 694/693)

Section 1

The Basic Needs Allowance (BNA) program provides a monthly allowance to Marines who voluntarily apply and whose gross household income (GHI) and household size places them below 200 percent of Federal Poverty Guidelines (FPG) for their permanent duty station (PDS) location. Units located in OCONUS areas (excluding Hawaii and Alaska) use the FPGs for the lower 48 states.

Section 2

The RU must submit the complete BNA package to the servicing DO/FO via DTMS NAVMC 11116. The DO/FO will report the credit of BNA each month the Marine is entitled to BNA as referenced in FPM Vol 1 Ch 9 a. BNA documents can be found within the MOL “MyEPAR” Module. (Log into MOL, Click “MyEPAR”, Click “Create New EPAR Record”, Select Subject “Basic Needs Allowance (BNA)”, and Click “Subject Forms”)" b. Submit the complete BNA package (approved by the commander) to the DO/FO via DTMS NAVMC 11116 for processing.
