Section 1
UD/MIPS Certifying Officers: a. UD/MIPS transactions will be certified with the appropriate Marine Online role granted to the Commanding Officer/Officer-in-Charge/Inspector-Instructor or PAC Director. The Commanding Officer/Officer-in-Charge/Inspector-Instructor or PAC Director may delegate Certifying Officer authority in the pay grade of E6, that hold a Primary Military Occupational Specialty of 0111, and above or GS-7 and above of the reporting unit or servicing PAC. Civilian contractors and foreign nationals should only be assigned as prepares and not certifiers. Certifying Officers must meet the following requirements: (1) DD Form 577:
(a) All delegated Certifying Officers must be appointed in writing utilizing the DD Form 577 (Appointment/Termination Record – Authorized Signature Form) by the appropriate authority.
(b) All DD Form 577s, appointments and terminations, must be retained at the command for a minimum of 10 years and must state the proper authority being delegated.
(c) Certifying Officer authority must be terminated utilizing the DD Form

Additionally, the Certifying Officer’s roles must be revoked in UD/MIPS immediately upon termination of delegated authority. (2) Certifying Officers Legislation (COL) Training:
(a) All Certifying Officers are required to complete the Certifying Officers Legislation Course – Foundations Training. The COL Foundations Training Course is an annual requirement and must be completed within 365 days of the last completed training. The COL Course training can be accessed at the following website: https://intelshare.intelink.gov/sites/dfas/training/SitePages/Home.aspx (b) Completion of the COL training must be reported into the MCTFS per para. 51201 via UDMIPS or MCTIMS utilizing the following training codes: ZL- Foundation Certifying Officers Legislation (COL) ZM- Refresher Certifying Officers Legislation (COL)
Section 2
OBI/IBI Travel Approvers: a. OBI/IBI transactions will be approved within the Marine Online Travel application. The Commanding Officer/Officer-in-Charge or Inspector-Instructor may delegate approval authority to Staff Sergeants that hold a Primary Military Occupational Specialty or Billet Military Occupational Specialty of 0111, and above, or GS-7 and above of the preparing unit. These approvers are considered Departmental Accountable Officials therefore do not require annual COL training or DD Form 577.

Inspector-Instructors may delegate to Reserve Unit Commanding Officers the authority to certify the Inspector-Instructor unit diaries during their absence. Reserve Unit Commanding Officers may delegate to the Inspector-Instructor the authority to certify the Reserve unit diaries during their absence. A DD Form 577 (Appointment/Termination Record - Authorized Signature) from each Reserve Unit Commanding Officer is required for the Inspector-Instructor/Site Commanding Officer or the designated representative in order to certify the reserve unit diaries.

Certified UD/MIPS unit diaries can be signed electronically. There is no longer a requirement to manually sign in ink (wet signature) unit diaries. The use of an electronic signature to certify unit diaries in the UD/MIPS and OLDS is considered legally sufficient to support certification requirements without the ink countersignature. Additional authority to maintain files electronically resides in the most current edition of the DOD Directive, which may be accessed electronically at http://www.dtic.mil/whs/directives/corres/pdf/501502p.pdf. a. OLDS users: The requirement to place an ink signature on certified Unit diaries is rescinded. All other filing and maintenance requirements outlined in paragraph 20112 remain in effect. b. UD/MIPS users: (1) The requirement to manually annotate the smooth paper version of the unit diary with the cyclic statistic data of cycle, accepted, rejected, and total transactions (CART) on the Diary Transmittal Letter is rescinded. This procedure is now completed by electronic means via the Collection Server and the Electronic Diary Feedback Report (EDFR) load process. (2) The requirement to print and sign the EDFR is rescinded due to electronic capabilities within UD/MIPS. (3) The requirement to print and place an ink signature on certified unit diaries is rescinded.
(4) The requirement to print and file a hard copy of the certified unit diary is rescinded. The unit diary is to be 'Archived' (Electronically filed) to server or other electronic media storage device. For detailed instructions regarding Archive/Retrieval of unit diaries, refer to the instructions contained within the UD/MIPS User Manual. Additional guidance may be obtained from your supporting Manpower Information Systems Support Office.
