Introduction to MCTFS

Section 1

Applicable. Active and Reserve components of the Marine Corps, civilians, other service personnel, and personnel management for all retired Marines.

Section 2

Introduction. MCTFS is jointly sponsored and owned by the Deputy Commandant, Manpower and Reserve Affairs and the Deputy Commandant, Programs and Resources. MCTFS maintains more than 500,000 Active, Reserve and Retiree records that are available to be processed for pay purposes, personnel management or for the production of necessary management reports. MCTFS uses a single database, a single set of edits and a single set of processes to achieve a high degree of integration to support the Total Force System.

Section 3

Mission. The mission of MCTFS is to provide integrated personnel and pay functionality for all active and reserve Marines within a single system and personnel management for retirees, by using a single, logical database which incorporates the records of all active, reserve and retired Marines. Additionally, MCTFS will provide limited functionality for training and security management matters that pertain to personnel and pay management

Section 4

Discussion. The system provides for recording, processing, and maintaining of military personnel and pay data on a continuing basis within the Marine Corps. It provides information for pay, personnel administration, and manpower management. It uses an integrated, single logical data base to process transactions, at one central location at the Defense Enterprise Computing Center-St Louis. This supports all operating forces and supporting establishment organizations, which total over 800 reporting units. Use of this information facilitates:

a. Planning and execution of manpower personnel functions, including:

(1) Personnel Management, Accountability, and Security;

(2) Military pay;

(3) Training;

(4) Distribution;

(5) Assignment and Mobilization;

(6) Promotion;

(7) Classification;

(8) Separation;

(9) Preparation of budgets;

(10) Development of improved manpower management techniques; and

(11) Recruiting.

b. Recording historical data of the United States Marine Corps.

Section 5

Reporting Purposes. The data collection of MCTFS is based on the principle of singular reporting. Whenever practicable, an event is reported when and where it occurs to ensure accuracy and timeliness of reporting. An item of information is entered into the system only once; thereafter, only changes, deletions, or corrections to this information are reported. MCTFS uses a centralized strategy and management style with decentralized execution at the lowest reporting level. The information maintained within MCTFS is used for the functions described above. Additionally, the purposes for which information is maintained within MCTFS are adequately described per the requirements of the Privacy Act of 1974 and manpower Life Cycle Management documentation maintained by the Commandant of the Marine Corps (MIO). Data maintained in MCTFS on Marines is categorized as the Official Electronic Military File for that individual. As such, the Official Electronic Military File is subordinate in precedence to the Official Military Personnel File maintained by the Commandant of the Marine Corps (MMRP). The data contained in the Official Electronic Military File must be carefully safeguarded under the provisions of the Privacy Act of 1974. Commanding Officers who fail to do so may be held personally accountable.

Section 6

Timely Reporting. Due to the influence information contained in the MCTFS has on decision making, a Marine's pay, and talent management, it is imperative that Commanding Officers, leaders at all levels, and individual Marines strive to attain timely processing of information in order to ensure the timely submission and reporting of information into the MCTFS. As such, individual Marines must notify their commanding officer as soon as practical of unit diary reportable events. Supported units must submit reportable items to the reporting unit within 5 days of occurrence and reporting units must certify the information into the MCTFS within 5 days of receipt. However, for complex matters, accuracy and completeness should not be sacrificed in order to meet the 5 day goal. Timely reporting is applicable to all associated systems that feeds information into the MCTFS.

Section 7

Reporting Feedback. Prompt and complete feedback is essential in MCTFS. Reporting units are provided access to several files holding cyclic data retrievable by the unit as desired. This feedback results in the reentry of corrected data, if required. Usage of the information contained in the data files is encouraged by all levels of command and management. Feedback to these levels of command and management via reports and to the reporting units via online files is critical to the quality control of information within MCTFS.

Section 8

MCTFS Database. MCTFS central database is maintained by the Defense Finance and Accounting Service-Kansas City Center, though it is physically resident at the Defense Enterprise Computing Center-St Louis and contains all data elements resident in MCTFS. Information concerning the overall security parameters of MCTFS is contained in MCTFS Decision Paper IV as well as within other chapters of this manual. Records containing specified data elements for all military personnel (Active and Reserve components, to include retirees) comprise the Central Master File. The central database contains all data elements resident in MCTFS.

Section 9

Reporting Codes. There are reporting codes within the MCTFS PRIUM which are provided as a management tool for ease to the user. The Manpower and Reserve Affairs Web Application (https://www.manpower.usmc.mil/webcenter/portal/MRAHome/MRA_Apps) Manpower Codes Lookup (https://www2.manpower.usmc.mil/lookups/lookups/lookups.action) is the official authority for codes that will be reported in MCTFS. Updates and additional codes request should be routed through the respective servicing Manpower Information Systems Support Office (MISSO).
