MCO 5320.12H - Precedence Levels for Manning and Staffing

Scope

MCO 5320.12H establishes precedence levels for manning and staffing the Marine Corps Table of Organization. The order operationalizes the Authorized Strength Report (ASR) process, prioritizes the distribution of end-strength inventory against TFSMS T/O requirements, and assigns commands to precedence categories. The order is a manning prioritization framework. It is not the master Total Force Structure Process policy. The master policy sits at MCO 5311.1E.

HQMC Deputy Commandant for Manpower and Reserve Affairs (M&RA) staff. Manpower Management Officer Assignments (MMOA) and Manpower Management Enlisted Assignments (MMEA) branch staff distributing inventory. G-1 manpower officers at MEF level coordinating precedence decisions. Unit S-1 chiefs reading the ASR to understand command precedence category against the manning gap report.
