MCO 3150.4A - Marine Corps Diving Policy And Program Administration

Scope

MCO 3150.4A, Marine Corps Diving Policy and Program Administration, signed 2015-10-22, establishes policy for the conduct and administration of Marine Corps diving programs. DoD executive agents set the policy frame per references (a) through (ae) of the order. Reference (a) assigns the Assistant Secretary of Defense for Special Operations and Low-Intensity Conflict, Department of the Navy, as the DoD Diving Proponent and assigns the Secretary of the Navy as the DoD executive agent for Joint Service Military Diving Technology and Training (MDT&T). For the S-1 community the order is the substantiation authority for diving duty pay.

Operative content

• Dive pay reports in accordance with DoDFMR Volume 7A Chapter 11 and MCO 3150.4A Chapter 5 paragraphs 5 and 6. MCAAT audits this at IPAC, reporting unit, and supporting unit levels.
• Marines participating in diving duty are assigned by competent orders. Units maintain the orders on file to substantiate payment of dive pay.
• Supporting units submit assignment orders substantiating dive pay to the reporting unit no later than 5 days after the annual re-certification, per MCTFSPRIUM 1-10100.6.
• MCTFS reporting runs through MCTFSPRIUM 9-90501 and 1-10111.
