Scope
MCO 3150.4A, Marine Corps Diving Policy and Program Administration, signed 2015-10-22, establishes policy for the conduct and administration of Marine Corps diving programs. DoD executive agents set the policy frame per references (a) through (ae) of the order. Reference (a) assigns the Assistant Secretary of Defense for Special Operations and Low-Intensity Conflict, Department of the Navy, as the DoD Diving Proponent and assigns the Secretary of the Navy as the DoD executive agent for Joint Service Military Diving Technology and Training (MDT&T). For the S-1 community the order is the substantiation authority for diving duty pay.

- Dive lockers and training sections tracking annual re-certification.
- S-1 and IPAC Marines (0102, 0111, 0170) reporting dive pay in MCTFS.

Connection to higher policy
Reference (a) assigns diving proponency to ASD(SO/LIC) and executive agency for MDT&T to the Secretary of the Navy. DoDFMR Volume 7A Chapter 11 sets the diving duty pay entitlement the order substantiates. MCO 1000.6 Chapter 1 Section 2 paragraphs 4 through 6 govern the related assignment orders.
