MCO 1616.1 - Junior Enlisted Performance Evaluation System (JEPES)

Scope

MCO 1616.1 establishes the Junior Enlisted Performance Evaluation System (JEPES). JEPES modernizes the way the Marine Corps identifies skills, performance, and future potential of Marines in the ranks of Private through Corporal. The order responds to the 2019 Commandant's Planning Guidance direction to change the way junior enlisted performance is captured.

Audience

Reporting officials writing on Privates, Privates First Class, Lance Corporals, and Corporals. Reported-on Marines in the same ranks. NCOs and SNCOs supervising the reporting cycle. Commanders and OICs ensuring all reporting officials and junior Marines understand the spirit and intent of the order. Career planners and monitors using JEPES scores for retention decisions including the Commandant's Retention Program selection.

The order establishes concepts and overview. Subsequent revisions add the detailed JEPES software help guide and periodic system upgrades.

Operative content

JEPES scores feed major retention decisions. The CRP uses JEPES retention scores to select up to 20 percent of a PMOS population for the streamlined retention pathway. Monitors and selection boards rely on the records JEPES produces for assignment and promotion-board context.

Authority

Commandant of the Marine Corps publishes the order. MMRP-33 owns the system at HQMC. Submit recommendations to CMC (MMRP-33) via the chain of command.

Status

Active. The order ships electronically through the Marine Corps Publications Electronic Library. Records management follows National Archives and Records Administration rules and the DON records-management framework.
