Scope
MCO 1000.6, the Assignment, Classification, and Travel System Manual, known as the ACTSMAN, provides guidance for personnel management across the Marine Corps. Personnel management is the planning, organizing, directing, and supervising of the procurement, development, use, and administration of personnel. The order is the procedural backbone for assignment, classification, and travel decisions reaching every Marine. Instructions in the order do not amend Navy Regulations or Navy Department General Orders.

Billet assignment
Chapter 1 Section 2 paragraph 1 carries the rules.
- MCTFS is the single authoritative source documenting uniformed manpower to structure, including the Billet Identification Code, the billet description, and the billet MOS.
- A Marine reports a BIC or an Excess BIC Indicator in MCTFS within 10 days of joining a new permanent duty station.
- Assignments run one grade above or below the grade the BIC requires, except at O-6 and above. A Marine holding a primary MOS in the same occupational field fills a BIC with similar MOS qualifications when no vacancy exists at the grade and MOS.
- Two Marines fill the same BIC only during a 90-day turnover tied to a Headquarters-directed assignment. When two Marines of the same grade and MOS meet one open BIC, the Marine with the longest time remaining on station takes the BIC and the other takes an EBI.
- Active component EBI codes. EX101 MOS and grade match, EX102 MOS match without grade match, EX103 neither match, EX104 administrative join or attachment.
- Reserve component EBI codes. EX001 through EX003 obligor across the same three match conditions, EX004 through EX006 the non-obligor equivalents, EX007 obligor unsatisfactory participant, EX008 obligor pending medical separation.
Hazardous duty and flight status
- Demolition duty pay is not continuous. The requirement performs monthly, and pay authorizes only for the months in which demolition of explosives occurred. Chapter 1 Section 2 paragraph 7.
- Unit commanders submit monthly letters validating who met the requirement, who did not, and who terminated from the assignment, each entry carrying name, rank, and EDIPI. Authorization letters maintain and inspect at the supported unit level, unit diary accuracy and reporting timeliness inspect at the reporting unit level. Supporting documentation retains 24 months.
- Aviation terminology sets the aviation service entry date, the officer service date, the operational flying time base date, and the two flying duty assignments, DIFOP and DIFDEN. Continuous entitlement pays regardless of assignment, monthly entitlement pays only in a DIFOP assignment against flying hour minimums.
- Temporary medical incapacitation disqualifies aeronautically designated personnel after 180 days, permanent incapacitation terminates entitlement after 365 days.
- The Field Flight Performance Board and the Flight Status Selection Board run the flight status review process. The FFPB timeline allows 30 calendar days from incident to report, 20 each for the group and wing endorsements and for final action, 90 days total.
Transfers
- Humanitarian transfer solves short-term situations, defined in the order as 36 months or less, the normal CONUS tour length. Retention on station normally approves for 12 months. Permissive TAD runs up to six months when no billet vacancy exists near the hardship, with no per diem or travel expense, and travel time charges as annual leave.
- Immediate family, for this purpose, means the spouse, natural or step-children, brothers, sisters, and the Marine's or spouse's parents, plus anyone standing in loco parentis for at least two years before the Marine entered active duty.
- A Marine under humanitarian transfer action carries reenlistment code RE-3C, assigned and later removed by Page 11 entry. The code is administrative and not punitive, and revokes once the Marine notifies Headquarters the situation resolved.
- Farming, mining, personal business ventures, personal legal matters, and moral support alone do not receive favorable consideration.
Travel
- Constructive travel time for land travel computes at one day per 350 miles by privately owned conveyance, with one additional day for any fraction over 51 miles, and one day for any commercial mode regardless of distance. When the official distance falls under 401 miles, one day of travel allows regardless of mode. Chapter 4 Section 2.
- Proceed time runs four days maximum and is not chargeable to the leave account. It authorizes only on a move to or from a dependent-restricted or unaccompanied overseas tour or a homeport change, and only when the Marine relocates dependents or household goods in fact.
- A course of 20 weeks or more makes the school the permanent duty station and the orders PCS. Schoolhouse training anticipated beyond 140 days issues as PCS rather than temporary duty. Temporary duty beyond 180 days requires approval before the 179th day.
- Travel claims submit to the disbursing officer within five working days after completing travel. Failure starts recovery of the full advance.
- Dislocation allowance normally authorizes once per fiscal year. A second move in the same fiscal year requires a Secretary of the Navy finding, with six listed exceptions.
