Scope
MCBul 5210 announces upcoming changes to the Marine Corps Records Management Program Directive, MCO 5210.11F, while the parent order finishes staffing. The bulletin sets interim policy for Electronic Records Management (ERM), Capstone email capture, Controlled Unclassified Information (CUI) safeguards, Zero Trust posture, government-owned device use, and the Command Historical Program. HQMC Administration and Resource Management Division (AR), Publishing and Logistics Management Branch (ARD), Records Management Program publishes the bulletin to galvanize phases one and two of the Three-Phased Approach to ERM Compliance and to prepare phase three. Applicability is the Marine Corps Total Force.
Audience
- Commanders and civilian leaders. Sign NAVMC 10030 within 90 days of assuming command. Appoint a CDRM in writing. Endorse the unit Records Management Program. Respond to quarterly Capstone ETMS2 taskers.
- Command Designated Records Managers (CDRMs) at E-6 or GS-9 or higher. No MOS restriction. Drive ERM migration, run training compliance, manage Capstone email capture, upload NAVMC 10030 and training rosters to CROSS.
- Site Collection Administrators. Optional appointment. Technical and instructional liaison between the CDRM and the PEO Digital Workplace Services (DWS) team.
- HQMC M&RA Manpower Management Division, Senior Leader Management Branch (MMSL). Quarterly roster feed of general officers and senior executives to ARD Records.
- HQMC AR/ARD Records. Program owner. Files monthly status reports to the Director, Marine Corps Staff. Codifies the Marine Corps Capstone list. Pushes quarterly Capstone updates to the Marine Corps Cyberspace Operations Group (MCCOG).

- Oversee Form NA-1005 submissions to update Capstone official data under references (e), (f), and (g).
- Mark records with the correct CUI category under DoDI 5200.48.
- Adopt the never trust always verify Zero Trust posture across staffing, training, and professional development.
- Conduct command business on government-owned mobile devices. Use Microsoft Teams Chat for managed messaging. When mission needs require short message service traffic, forward the record copy to the user's official Marine Corps electronic messaging account within 20 days under 44 U.S.C. Section 2911.
- Run the Command Historical Program. Maintain the command historical summary file and prepare command chronologies under MCO 5750.1H Chapter 5 and Appendix A, as modified by MARADMIN 200/25.
