Scope
MARADMIN 628/20 clarifies monetary incentives for Special Duty Assignments (SDA), Type-1 (T1) screenable billets, and other enlisted assignments eligible for Assignment Incentive Pay (AIP) for Fiscal Year 2021. The MARADMIN replaces SDAP with AIP for non-SDA billets and introduces Volunteer Supplemental Incentive (VSI) for SDA volunteers. Effective 1 October 2020.
Audience
Career planners, S-1, and IPAC personnel processing SDAP, AIP, and VSI. Commanders signing AIP and VSI agreements. Marines volunteering for or selected to SDA, T1 screenable billets, or other AIP-eligible billets.
Three incentive types
- SDAP. Special Duty Assignment Pay. Paid monthly to Marines assigned to SDA billets. SDA billets are Recruiters, Drill Instructors, and MSG Detachment Commanders.
- AIP. Assignment Incentive Pay. Paid monthly or as a single lump sum to Marines assigned to difficult-to-fill assignments, locations, or units. Replaces SDAP for all previously SDAP-designated non-SDA billets.
- VSI. Voluntary Supplemental Incentive. Paid monthly or as a single lump sum only to Marines who volunteered for a FY21 SDA class or second-tour SDA. VSI sits on top of SDAP and AIP.
Eligible billets
- SDA. Recruiters (8411/8421/5524), Drill Instructors (0911), MSG Detachment Commanders (8156).
- T1 screenable. MSG Watch Standers (8156), MCSF Guards (8152/8154) at KingsBay or Bangor PRP-qualified, Combat Instructors (0913).
- Other. Career Recruiters (8412/8422), Sergeants Major and First Sergeants in listed special billets, MARSOC CSO (0372) and SOCS (8071), Career Planners (4821).
- Joint. White House Military Office (WHMO), DTRA, SEA to the CJCS.
Amount tables (selected)
- Recruiters. SDAP 150 monthly plus AIP 225 monthly or 7,400 lump sum for a 36-month tour. VSI 10,000 lump sum for a 36-month FY21 tour, or 6,700 for a 24-month second tour.
- Drill Instructors. SDAP 150 monthly plus AIP 150 monthly or 4,900 lump sum for a 36-month tour. VSI matches the recruiter VSI.
- MSG Detachment Commander. SDAP 150 monthly plus VSI 10,000 lump sum for a 36-month tour or 6,700 for a 24-month second tour.
- MCSF Guards and MSG Watch Standers. AIP 75 monthly or 2,500 lump sum for a 36-month tour.
- Combat Instructors. AIP 150 monthly or 4,900 lump sum for a 36-month tour.
- Career Recruiters. AIP 375 monthly or 12,300 lump sum for a 36-month tour.
- SMMC. AIP 450 monthly or 10,100 lump sum for a 24-month tour.

Documentation
- AIP and VSI agreements are documented on NAVMC 118 (11). The form establishes the months of commitment, the assignment, and the lump sum amount.
- Agreements route via EPAR in Marine Online to the local reporting unit or PAC for MCTFS reporting.

Recoupment
Marines who do not serve the full term repay the unearned, prorated portion of the lump sum. Recoupment does not apply when a Marine fails to complete the agreement for reasons beyond the Marine's control (death, retirement or separation for disability).
TSP
Marines who want to contribute SDAP, AIP, or VSI to TSP make a TSP Incentive percentage election in myPay the month prior to receiving the payment. These contributions are not matched and count against the annual Elective Deferral Limit.
