Scope
MARADMIN 601/24 directs IPACs and all unit diary reporting activities to upload certified unit diary files into UD/MIPS with associated supporting documentation not resident or required in a Marine's OMPF. The MARADMIN standardizes UD/MIPS as the central document repository for MILPAY Key Supporting Documents (KSDs) and sustains Marine Corps financial auditability.

Background
The DC M&RA Manpower Audit Advisory program responds to audit findings and sustains auditability across the MILPAY and MILPERS lines of business. The Independent Public Accountant identified weaknesses in the Marine Corps' ability to demonstrate existence and completeness of MILPAY KSDs. OMPF document restrictions limit OMPF effectiveness as the sole CDR. Local IPAC files using non-standardized procedures historically held the remainder. UD/MIPS replaces local files as the CDR for these KSDs.
Action items
- After certifying a unit diary, reporting units upload every KSD substantiating the unit diary transaction to UD/MIPS under its respective source document tab.
- Files save in an un-editable format and remain legible to substantiate the reported transaction.
- Files upload within 5 working days after certification.
- Commanders ensure financially relevant updates to Marine personnel and pay records are timely, accurate, and complete.
Why this matters
Active Component and Reserve Component MILPAY payments exceed seventeen billion dollars annually and represent more than half of the Commandant's annual financial outlays. Sustaining clean financial audits depends on KSDs being available to substantiate every MILPAY transaction.
Inspection posture
Use of UD/MIPS to store MILPAY KSDs is an inspectable item by the Marine Corps Administrative Analysis Team (MCAAT). MCAAT inspections include those conducted alongside Inspector General of the Marine Corps inspections.
Connection to Marine Corps policy
