Scope
MARADMIN 559/23 announces Marine Corps Total Force System (MCTFS) programming changes streamlining the junior enlisted remedial promotion process. MCTFS automatically screens junior enlisted records to identify Marines entitled to a remedial promotion due to untimely posting of training or PME entries. The WILL NOT PROMOTE entry is sunset and its function combines with the NOT RECOMMENDED entry. Applicability is the Marine Corps Total Force.
Audience
- Junior enlisted Marines. Subject to automatic remedial promotion when late training or PME data places their JEPES score over the cutoff.
- Commanding officers. Run monthly screen of unit Marines. Ensure NOT RECOMMENDED entries are reported or removed.
- S-1 staff and adjutants. Coordinate with IPAC. Submit unit diary entries when the promotions module is unavailable before the 1st.
- MMPB-11. Owns the program. Email monthly rosters when MCTFS auto-promotes a Marine. Action specific exception cases.
- IPAC and reporting unit. Reports NOT RECOMMENDED entries when the unit cannot do so through the promotions module before the 1st.
System logic changes
- WILL NOT PROMOTE entry sunset. Function consolidated with NOT RECOMMENDED.
- NOT RECOMMENDED entry. Reported either before or after the GRADE SELECT cycle. Completed before the 1st of the month to prevent promotion.
- When the command cannot report the NOT RECOMMENDED in the promotions module before the 1st. The reporting unit or IPAC submits via unit diary.
- Page 11 entries. All NOT RECOMMENDED entries continue to require a Page 11 under MCO P1400.32D w/CH2.
Automatic remedial promotion
Effective immediately, MCTFS automatically screens junior enlisted records to identify Marines with late training or PME entries. When the recalculated JEPES score exceeds a prior month cutoff and the Marine meets promotion eligibility requirements, MCTFS automatically promotes the Marine. MMPB-11 emails monthly rosters to each command so the command prepares the appropriate promotion warrant.
Unit actions
- Screen all Marines monthly. Confirm NOT RECOMMENDED entries are reported or removed as the situation warrants.
- Avoid running late training data. Late entries drive remedial promotions and impact JEPES score accuracy.
- For Marines whose remedial promotion situation precedes 2023-11-01, contact MMPB-11.
Exception cases requiring MMPB-11 action
- Requests to correct entry-level grades associated with a contracted private first class.
- Requests for non-competitive military occupational specialties promotions.
- Requests associated with Marine Corps Embassy Security Group PME waivers.
- Requests associated with the Musician Enlistment Option Program.
- Reservists who changed components after their requested remedial promotion date.
- Requests to correct a previous date of rank (DOR) for a Marine already promoted.
Submit through a formal naval correspondence request from the CO with promotion authority to MMPB-11 detailing the circumstances and including a specific DOR recommendation.
Action items
- Brief unit administrators on the WILL NOT PROMOTE sunset.
- Audit the unit promotion roster monthly. Update NOT RECOMMENDED entries before the 1st.
- Confirm Page 11 entries match every NOT RECOMMENDED entry.
- Coordinate with IPAC when promotions module entry is barred.
- Subscribe to MMPB-11 monthly auto-promotion rosters. Generate the promotion warrants from those rosters.
