Scope
MARADMIN 478/24 directs issuance of the GTCC to Marines completing Entry Level Training (ELT) with orders to Outside Contiguous United States (OCONUS) locations, including non-foreign overseas locations. The card issues at the last training location before the first Permanent Duty Station. Marines without OCONUS orders do not receive the card under this MARADMIN.

TECOM and Formal Learning Center commanders. Agency Program Coordinators (APCs) at training commands and gaining commands. ELT Marines with OCONUS orders. M&RA monitors who issue OCONUS orders.
Background
ELT Marines traveling to OCONUS have reported insufficient funds during travel delays. The GTCC ensures sufficient funds for unanticipated delays during OCONUS PCS.
Command actions
- TECOM CG and CO and OIC of Formal Learning Centers. Establish procedures to issue the GTCC to ELT Marines assigned to OCONUS locations.
- DC M&RA. Identify Marines assigned OCONUS and issue orders as far in advance as possible so the GTCC arrives in time to execute orders.
- Command APCs. Ensure ELT Marines with OCONUS orders complete Travel Card 101 and SOU, submit account applications with expedited delivery (a physical address required, no P.O. Box), verify card receipt, and create a PIN.
- Counsel cardholders. Use the GTCC only for unanticipated official travel-related expenses. Retain receipts. Do not use the GTCC for transportation to the OCONUS location. The servicing DMO arranges the transportation.
- Place accounts in PCS/Mission Critical status based on estimated departure and arrival.
- Losing command APCs remain responsible for GTCC actions during travel until the cardholder arrives at the gaining command.
- Gaining command APCs transfer the account into the gaining hierarchy and adjust status to reflect end of travel.
Cardholder actions
- Complete Travel Card 101 in TraX, complete the SOU, submit the application early.
- Upon arrival at the gaining command, check-in with the APC.
- Submit travel claims promptly. Split disbursement of amounts charged to the GTCC is required.
- Keep losing-command APC contact information available for travel issues.
- Use of the GTCC while in Permissive TAD or leave status is prohibited.
Hierarchy and account setup
TECOM HL3 APC established new Hierarchy Levels (HLs) under Training Command schoolhouse HLs in CitiManager for ELT accounts. Account credit limits remain at the level set for the account type (restricted or standard).
Connection to Marine Corps policy
- DODI 5154.31 Vol 4 sets the DoD Government Travel Charge Card framework the MARADMIN operates under.
- MCO 4600.40B was the parent Marine Corps GTCC order at release. MCO 4600.40C has since superseded it. The contents of this MARADMIN incorporate into the parent MCO at the next update.
