Scope
MARADMIN 474/23 provided advance notification of upcoming changes to Special Leave Accrual (SLA) under MCO 1050.3J, Regulations for Leave, Liberty, and Administrative Absence. The message published on 2023-09-21 and served as the interim SLA notice until Headquarters Marine Corps issued the replacement notification. MARADMIN 188/25 superseded it and set the 90-day accrued leave ceiling, 60 days of annual leave plus 30 days of SLA carryover from one fiscal year to the next.
Audience
- Active Duty and Active Reserve Marines. The current SLA framework lives in MARADMIN 188/25.
- Commanders and S-1 staff. Route SLA requests under the successor message, not this one.
- HQMC Manpower Plans and Policy Division (MPO). Owned the policy and issued the replacement.
Supersession by MARADMIN 188/25
- MARADMIN 188/25, dated 2025-04-11, cancels MARADMIN 474/23 outright.
- The successor authorizes Marines to carry over a maximum of 90 days of accrued leave from one fiscal year to the next, 60 days of annual leave plus 30 days of SLA.
- The portal's Special Leave Accrual page cites MARADMIN 188/25 paragraph 2 for the carryover ceiling and records the cancellation of this message.
- SLA approval authority, qualifying duties, expiration rules, and the one-time enlisted sell-back option all live in the successor entry.
Connection to higher policy
- DoD Instruction 1327.06 with Change 5, dated 2023-08-25. Leave and Liberty Procedures for Service Members. Drives the SLA changes the notification series announced.
- Public Law 117-263 Section 632, dated 2022-12-22. Statutory basis for the accrued leave changes.
Connection to Marine Corps doctrine
- MARADMIN 188/25. Advance Notification of Changes to Special Leave Accrual. Cancels this MARADMIN and sets the current 90-day accrued leave ceiling.
- MCO 1050.3J. Regulations for Leave, Liberty, and Administrative Absence. The order receiving the SLA changes.
