Scope
MARADMIN 336/21 provides amplifying guidance on Defense Travel System (DTS) unsubmitted travel voucher management in order to reduce Outstanding Travel Orders (OTOs). The message supports voucher submission compliance and command reporting. MARADMIN 359/25 superseded the message as the current framework for unsubmitted DTS vouchers and OTO closure. Portal DTS trip cancellation pages still apply paragraph 3.a.4.c for Organizational Defense Travel Administrator (ODTA) assisted cancellations.
Audience
- Travelers. Submit vouchers within 5 working days of return.
- Organizational Defense Travel Administrators. Assist travelers who lack DTS access. Process OTOs under the current MARADMIN 359/25 framework.

ODTA-assisted cancellation, paragraph 3.a.4.c
Portal DTS pages treat this paragraph as still operative when a traveler is unable to access DTS, for example during extended absence, OCONUS deployment, or technical outages.
- The ODTA confirms non-execution of the trip with the traveler.
- The ODTA cancels the authorization on the traveler's behalf using the appropriate path, with or without expenses.
- The ODTA adds the standard comment in the Comments to the Approving Official section, recording the contact date, the confirmation the TDY was not executed, and the traveler's request for cancellation on their behalf.
- The ODTA attaches a member-signed DD Form 1351-2 when the cancellation includes monetary amounts.
- The ODTA signs and routes the record to the Approving Official.
